What is the role?

The Australian Centre to Counter Child Exploitation (ACCCE) was established in 2018 by the Australian Government to drive a collaborative national response to counter the online exploitation of children. The AFP leads the ACCCE, which brings together capabilities from across the Commonwealth, law enforcement, non-government organisations, and other partners to build capability and drive a collaborative national response to counter the exploitation of children in Australia.

Applications are sought from suitably qualified applicants wishing to be considered for the position of Senior Capability Delivery Advisor. The role is responsible for assisting Capability Delivery Specialists (CDS) within the ACCCE Technical Capability Unit (TCU). The TCU integrates new and improved technologies to enhance the ACCCE's National capabilities and worldwide efforts in fighting online child sexual exploitation.  This includes management of the ACCCE network and dedicated child protection systems in partnership with Chief Information Officer (CIO) Command.

As a Team Member in the AFP you will be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments.  It is expected that the successful applicant will deliver on the core responsibilities and meet any requirements of the position as outlined below.

What will you do?

Senior Capability Delivery Advisor responsibilities will include:

  • Support ACCCE Capability Specialists to implement and troubleshoot new technology and tools for Child Protection Operations.
  • Provide advice and support to resolve incidents in ACCCE systems and services.
  • Support ACCCE software and hardware provided to our State and Territory Police partners and ACCCE members.
  • Data import activities for the receipt, distribution, analysis, ingestion and dissemination of child exploitation material (CEM) on behalf of ACCCE Operational teams and in support of investigations.
  • Assist in developing training packages, Standard Operating Procedures (SOP) and technical guides.
  • Providing guidance, coaching, and mentoring to junior ACCCE Capability Delivery Advisors.
  • Work with CIO Command teams for the resolution of ICT incidents, planned work and updates to the ACCCE Network.
Essential Requirements
  • You must be an Australian citizen at the time of application.
  • A Negative Vetting 1 (Secret) security clearance or the ability to obtain.
  • Ability to complete psychological clearance (Requirement for the role).
  • Demonstrated experience in System Administrator roles using Windows Operating and Server systems.
  • Proficiency in using, navigating or working with Microsoft Office products.
  • Proficiency in working with SQL and other databases formats.
  • Proficiency in creating and administering Virtual Machines.
  • Demonstrated ability to independently troubleshoot advanced technical issues.
  • Adept in presenting clear and concise technical information to a range of business stakeholders.
Desirable Requirements

The following skills and/or experience would be highly regarded:

  • Qualification or Certifications in Information Technology, Computer Science or related.
  • Experience in file hashing, hash formats and using forensic tools and systems.
  • Experience in administering, using and supporting the Citrix File Sharing Platform.
Additional Information

The ACCCE is located in Brisbane QLD and applicants are expected to be based in Brisbane. Consideration will also be given to performing the role from AFP Headquarters in Canberra.

This role attracts a composite allowance in recognition of expanded working hours, normal patterns of attendance and shift patterns (such as afternoon shifts, weekends and Designated Public Holidays) that are required under the Operations working pattern. In accordance with the AFP Enterprise Agreement, an employee who is required to work in accordance with the Operations working pattern will receive a Core Composite of 22% in addition to their base salary, which will count as salary for superannuation. The Commissioner has the authority to remove a composite from a role.

The TCU is a high-risk team as per the Handbook: Managing the Psychological Impact to Exposure to Explicit Material. Members are required to view a high volume of child exploitation material.
