About the Role
Our Federal Government client is seeking an experienced Senior Business Analyst to support the Change and Project Management Office (CaPMO) in the design, development, and implementation of an online Program and Project Management and Reporting Tool (PPMRT).
This role will lead the discovery, research, and documentation of business and system requirements to ensure the successful selection and delivery of the new tool. The ideal candidate will bring strong analytical skills, stakeholder engagement experience, and a deep understanding of business process improvement within government or large organisations.

Key Responsibilities
• Review current project management processes, frameworks, and reporting mechanisms.
• Conduct discovery sessions and gather detailed business requirements from diverse stakeholders.
• Develop current and future state process maps and workflow documentation.
• Produce high-quality artefacts such as:
• Business Requirements Document (functional and non-functional specifications)
• Discovery and Recommendation Reports
• Stakeholder Engagement Plan
• Current vs Future State Analysis
• Comparative Review of existing PPMRT solutions
• Support the development of the Project Management Plan (PMP) by aligning requirements with delivery scope.
• Facilitate collaboration between business owners, project teams, and technical specialists to ensure clear and agreed outcomes.
• Assess feasibility and provide recommendations on initiative-level reporting solutions, including risk and dependency analysis.

Skills and Experience Required
Essential (SFIA aligned):
• Advanced business modelling (Level 4) across multiple functions.
• Proven experience in business process improvement (Level 5) and design of end-to-end workflows.
• Strong capability in business situation analysis (Level 5) – managing ambiguity and complex requirements.
• Demonstrated consultancy (Level 5) skills, providing strategic advice and guiding stakeholders through decision-making.
• Experience conducting feasibility assessments (Level 4) and preparing sound business cases.
• Expertise in requirements definition and management (Level 5) for large, complex initiatives.
Desirable:
• Familiarity with methods and tools (Level 4) for business analysis and project management.
• Strong stakeholder relationship management (Level 5) – ability to communicate effectively with all levels of an organisation.
