Job Details
Scrum Masters support the delivery team and monitor and improve team performance. They apply agile methodologies, iterating products and processes to meet user needs. Scrum Masters work with Delivery Managers to remove blockers and support the delivery team to maintain throughput.
Key Duties And Responsibilities
- Agile Team Design: Determine the appropriate structure of the sections Scrum teams.
- Facilitate Scrum Ceremonies: Lead and facilitate events including daily stand-ups, sprint planning, reviews, retrospectives, and backlog grooming.
- Remove Impediments: Identify and proactively eliminate obstacles that hinder progress and productivity.
- Coaching of the Team: Train and mentor team members on agile ways of working; act as the Agile champion for the section.
- Promote Scrum: Foster a culture of agility and champion Scrum methodology.
- Support the Technical Product Owner: Assist with backlog refinements and ensure teams understand project goals.
- Manage Risks and Timelines: Work with teams to identify and manage risks, track progress/KPIs, and maintain project timelines.
- Communicate Effectively: Liaise between the team and stakeholders, communicating progress, changes, and issues.
- Advise the Project Manager of significant risks to budget and milestones and provide remediation plans.
- Manage and work closely with the agile team and a large number of stakeholders.
Specified Personnel will transfer skills and knowledge to departmental staff, maintain technical documentation, and ensure documentation is stored per departmental recordkeeping policies.

Technical Skills
- Demonstrated ability and experience as a Scrum Master and/or Agile Coach in ICT environments.
- Ability to facilitate medium/large Scrum teams of multidisciplinary resources.
- Experience or ability to deliver ICT application/software projects in a complex enterprise environment.
- One or more industry-recognised Scrum Master certifications.
- Completed Agile Coach-level certifications.
About The Team
The Threat Risk & Intervention Systems section manages ICT solutions and projects supporting Australian Border Force (ABF) risk assessment obligations. Teams consist of APS, contractors, and vendor resources delivering and managing ICT solutions.
The section is transitioning from Waterfall to Agile methodologies.
About The Project
The Scrum Master will support multiple delivery aspects of the in-flight Threat Management Systems project, working alongside ABF and DAFF business areas. The role spans active projects and BAU maintenance work and ensures efficient delivery using agile methodologies.
About The Organisation
The Scrum Master will evaluate the current delivery landscape, recommend appropriate Scrum/agile methodologies, and oversee implementation across the section, including team structures, facilitation of Scrum activities, and coaching team members unfamiliar with Agile.

Provides advice and guidance supporting adoption of methods and tools and adherence to policies and standards. Tailors processes to agreed standards and evaluation of methods and tools. Reviews and improves usage and application of methods and tools.
- Organisational Facilitation: Level 5 (SFIA)
Facilitates workgroups to deliver defined goals and outcomes. Guides teams to learn collaborative problem-solving and improve performance. Creates shared responsibilities and sustainable agreements. Implements and improves team principles, practices, processes, and ceremonies. Recognises and works with team strengths and constraints.
