Seeking a Program Manager to work on a large-scale program of work on a contractual basis based in Canberra. All applicants must have the ability to obtain NV1 security clearance.
Role Overview
The Program Manager will lead a large-scale digital transformation program involving new Digital Asset Management capabilities, enterprise search, content and data migration, platform modernisation, and a series of technical, UX, and integration workstreams. This role provides program-level leadership, ensures alignment to strategic business outcomes, and oversees multidisciplinary delivery teams across partner vendors, internal SMEs, and technical specialists.
Key Responsibilities
- Lead the program end-to-end across discovery, design, implementation, migration, testing, transition to BAU, and organisational change.
- Establish and maintain program governance, including steering committee engagement, risk and issue management, reporting, financials, scheduling, and dependency tracking.
- Coordinate multiple concurrent technical and business workstreams (e.g., DAM implementation, enterprise search, data migration, integration development, UI/UX, platform delivery).
- Partner with senior stakeholders to ensure strategic alignment, scope clarity, prioritisation, and delivery confidence.
- Manage third-party vendors, subcontractors, and delivery partners, ensuring quality, accountability, and contract compliance.
- Produce and maintain program artefacts that support decision-making, including plans, roadmaps, RAID logs, benefits tracking, and status reporting.
- Ensure program compliance with government digital service standards, security and privacy requirements, and organisational governance expectations.
- Proactively identify and mitigate risks across technology, data, security, and organisational change domains.
- Oversee resource planning, team performance, and continuous improvement across the program.
Skills & Experience
- Demonstrated experience delivering complex, multi-workstream digital transformation programs within government or highly regulated environments.
- Strong understanding of modern technical delivery practices—data migration, integration patterns, API ecosystems, cloud services (Azure, AWS), enterprise search, and DAM platforms.
- Proven ability to establish and manage effective program governance, including schedules, RAID logs, financial management, operating rhythms, and vendor/contract oversight.
- Exceptional communication skills and stakeholder management capability, with experience working with senior executives, delivery teams, and cross-agency groups.
- Experience leading multidisciplinary delivery teams, including delivery managers, BAs, developers, architects, testers, cybersecurity specialists, and data SMEs.
- Familiarity with government security, privacy, ISM requirements, and digital accessibility standards (WCAG 2.2 AA).
- Exposure to enterprise platforms, cloud-native architectures, and contemporary web technologies (beneficial but not essential).
- Professional program and project management certifications (e.g., MSP, PRINCE2, PMBOK, Agile) desirable.
