The Resilience and Emergency Coordination Branch (REC) within Transport Services supports DTP by building resilience, confidence and connections for emergencies, across DTP, the broader transport sector and other government departments and agencies
About the Role
Full time - Ongoing
As the Senior Policy and Programs Officer, Resilience, you will contribute high level advice on and support for the implementation of the Victorian Critical Infrastructure Resilience Strategy and Part 7A of the Emergency Management Act 2013 for the transport sector. Engaging with operators and across the sector, you will assess transport-related critical infrastructure using prescribed methodology.
The role is responsible for driving resilience engagement across the Department, sector and Whole of Government including through activities such as exercises, sector-wide forums and an annual Industry Accountable Officers Forum.

Position Accountabilities
In this role you will:
- Analyse and assess transport critical infrastructure using prescribed procedures and methodologies to develop recommendations and reports on outcomes via formal briefs through Ministers and Governor in Council
- Proactively build and maintain productive relationships across the Department, sector and government, to enhance sectoral EM capability and resilience
- Provide support to regular sector forums and activities through Secretariat duties and engagement
- Prepare high level advice, briefs and recommendations on DTP's actions and progress against legislative requirements and resilience objectives
- Contribute to the broader outcomes of the Resilience and Emergency Coordination Branch and the Department
KEY SELECTION CRITERIA
- You will leverage your stakeholder management skills (Accomplished) to identify shared issues to build mutually beneficial partnerships.
- You will apply your expertise in policy design and development (Applied) to interpret relevant policies, draft well-researched policies and business cases, and conduct critical analysis of data and evidence in consultation with stakeholders.
- Communicating with impact (Accomplished), you will engage clearly and credibly with diverse audiences, confidently addressing difficult or sensitive topics.
- You will use your experience in working collaboratively (Applied) to foster a supportive team environment, actively sharing information and supporting colleagues through challenges.
- Applying your critical thinking and problem-solving skills (Applied), you will navigate complex legislative and guideline frameworks, or where gaps exist, analyse available information to make informed decisions and effectively resolve issues.
QUALIFICATIONS AND EXPERIENCE:
Mandatory
- This position requires the incumbent to obtain a national security clearance
- Current driver's licence

- Bachelor level degree or higher in relevant and related field
