About Us

The Telecom Research Unit (TRU) is an industry-funded research unit?at UTS, with major long-term partnerships with NBN Co, Amplitel and the Australian Government's Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (DITRDCSA). Led by Industry Professor Ray Owen, the TRU team consists of professors, postdoctoral research fellows, undergraduate and postgraduate students/interns and support staff working across various research project streams. Their shared vision is to create a world-class research team in telecommunications and broadband technology. The National Telecom Resilience Centre (NTRC) will be a new research centre at UTS which will address critical gaps in Australia's telecommunications resilience, focusing on the Triple Zero (000) emergency call system and broader network functionality during outages. Leveraging UTS TechLab's Radiofrequency (RF) chamber and collaborative partnerships, the centre will conduct biannual cross-network testing campaigns, develop testing protocols, and engage in research to influence regulatory frameworks and industry standards. This initiative directly responds to the 2023 Optus Outage Review and will position UTS as a leader in telecom resilience research and innovation. About the Role The Operations Manager role will oversee the effective and efficient management of the TRU and NTRC's operational resources in support of the NTRC and TRU's teaching and learning, research, scholarship and industry and community engagement activities. The Operations Manager will support Prof Ray Owen by providing people management, financial, governance and resourcing management and advice. This includes oversight responsibility for financial and resource management, management reporting and business analysis; and responsibility to ensure NTRC and TRU operations (i.e. administrative services, facilities and capital investment) are fit-for purpose, including close collaboration with central support and corporate-level Divisions to ensure centrally controlled services satisfy NTRC/TRU needs. In this role, you will be responsible for:
• Oversee and implement operational management activities and processes
• Ensure suitable internal governance processes are implemented within the NTRC and TRU to ensure good governance, risk management, decision-making and reporting requirements are met
• Effective delivery of services to support the NTRC and TRU's activities by working closely and effectively with internal and external stakeholders
• Lead and be accountable for the NTRC and TRU's strategic and business planning by providing high-level advice, data, reports, business cases and papers to the NTRC governance committee and head of TRU, including the development of periodic reports on matters of significant strategic or operational importance
• Ensure strict adherence and compliance to physical security protocols, as well as UTS data management, cyber security and risk policies and procedures as they apply to NTRC and TRU activities
• Provide advice and direction to the NTRC and TRU teams concerning local implementation of university policies and procedures in particular as it relates to administrative support, finance, human resources, facilities, marketing, IT and planning
• Monitor income and expenditure and perform financial analysis on a monthly basis to ensure activities and projects in the NTRC and TRU are tracking to plans
• In collaboration with the Director, Controlled Test Facility (CTF), lead and drive revenue growth by developing partnerships, expanding service offerings, and positioning the NTRC as a sought-after commercial testing centre domestically and globally
• Proactively identify funding and engagement opportunities that increase the impact and reach of the NTRC and TRU and ensure effective communication of these opportunities across relevant teams in the NTRC and TRU in order to increase research funding and collaboration opportunities About You The successful candidate will possess the following attributes:
• Exceptional leadership and management skills and a demonstrated ability to build effective, high-performing teams.
• Exceptional numerical, conceptual and analytical skills, including the ability to identify emerging issues, trends and risks, and evaluate potential impacts.
• Outstanding planning, administrative and organisational skills, with experience in establishing priorities, allocating resources and meeting deadlines while working under pressure in a large, complex organisation.
• Extensive project management experience and skills, with a proven record of successfully managing all aspects of large, complex and organisation-wide projects through to completion.
• Demonstrated knowledge of higher education sector governance and management processes, including people, technological and financial issues and infrastructure
• Deep understanding of the research ecosystem, including research funding, operations and management
• Experience in management and monitoring budgets and resource management.
• Excellent stakeholder management, with demonstrated success in influencing and negotiating with stakeholders to identify business opportunities and fostering collaboration

Remuneration

Base Salary Range: $140,965 - $147,678 p.a. (HEW 9) This role attracts 17% superannuation (pension) in addition to the base salary. This position is full-time and appointment will be made on a fixed term basis for 3 years.
