POSITION CONTENT
The Heritage Manager is responsible for managing all aspects of Nyamal Aboriginal Corporations heritage services. The role involves working with Nyamal land use proponents, Traditional Owners (TOs) and Elders, and external heritage consultants to build a strong and sustainable heritage business controlled by TOs and informed by cultural knowledge. It requires a person of sound judgement and experience in heritage work.
The Heritage Manager is a member of the NAC management team and is expected to work both independently and collaboratively where required. The role reports to the Chief Executive Officer.
The role offers additional benefits, including salary sacrificing options, 5 weeks of annual leave, access to a company vehicle, mobile phone and laptop computer.
KEY RESPONSIBILITY AREAS
Contract Management
- Develop and implement policies, systems and procedures for the efficient management of Nyamal heritage business.
- Manage heritage requests and contracts with survey proponents, including mining and exploration industry, pastoralists, government and others.
- Manage contracts with approved heritage consultants (anthropologists, archaeologists, university institutes, legal firms, etc) and government agencies (including the WA Department of Planning Lands and Heritage).
- Manage compliance requirements for established Heritage Protection Agreements with mining companies.
- Collaborate with NAC legal firm and external consultants to develop new Heritage Protection Agreements.
Consultation and relationship management
- Work with the Cultural Manager to identify knowledge holders.
- Work with the Office Manager to establish and coordinate committees required under NAC land use agreements with mining companies, such as Monitoring and Liaison Committees (MALCs). This requires attention to compliance regarding regular meetings and outcomes.
- Work with the Cultural Manager to develop a pool of TOs to work as cultural advisors to conduct heritage services and monitoring consultants for post-survey monitoring.
- Network and maintain productive relationships with Industry, external agencies, proponents, and other Aboriginal organisations.
Heritage surveys and monitoring
- Manage processes and documentation for the efficient and timely delivery of heritage and monitoring surveys on Nyamal country. This includes reviewing heritage notices and referring proponents to the online and offline forms, managing survey logistics and reporting.
- Coordinate heritage and monitoring surveys on Nyamal country in accordance with relevant native title legislation, heritage agreements and industry best practice. Participate in survey trips as required.
- Coordinate requests from independent prospectors to explore on Nyamal country to ensure safety and land protection.
- Manage recruitment and contracting of Nyamal cultural advisors and arrange fees and expense payments.
- Manage and supervise the Heritage Officer to arrange logistics for on-country surveys: vehicles and equipment, accommodation, catering, inductions, PPE, health and safety etc.
- Provide weekly survey updates to the CEO.
Financial Management
- Manage the finances and administration of Nyamal Heritage P/L, including quoting and invoicing for heritage surveys, payment of fees and expenses, reimbursement procedures and timesheets.
Reporting
- Develop and maintain the internal heritage records management system.
- Report regularly to the CEO and Board on project plans, activities and outcomes.
- Through the CEO, report on Nyamal Heritage activities to regulatory bodies (ASIC and ACNC).
Quality and Continuous Improvement
- Collaborate with the Cultural Manager, DPLH/government and Nyamal people to identify and seek designation of protected areas of cultural significance.
- Participate in NAC's work & career development discussions as required.
- Undertake appropriate training and development to maintain professional skills and knowledge.
- Follow all NAC policies and procedures.
- Other duties as required.
SELECTION CRITERIA
Essential
- Experience in Aboriginal cultural heritage and project management, preferably in the Pilbara.
- Planning and organisational skills to develop and implement successful business strategies.
- Strong networking and interpersonal skills to build and maintain relationships.
- Ability to manage staff and workloads.
- A current Australian Drivers licence (manual).
- Ability with Microsoft Office package (MS Word, Excel and PowerPoint) and GIS software.
- Commitment to Indigenous self-determination and a respect for Nyamal culture and heritage.
- Verbal and written communication skills.
- Ability to self-manage, to work independently and collaboratively as required.
- High ethical standards: personal integrity, good judgement, confidentiality and honesty.
Desirable
- A recognised degree in Anthropology, Archaeology or Environmental Management, or other relevant qualification.
- Experience in a similar role dealing with heritage agreements, land access agreements, indigenous land use agreements and/or related.
- Sount knowledge of the Aboriginal Heritage Act 2021 (WA), Native Title Act 1993 (Cth), and the Aboriginal and Torres Strait Islander Heritage Protection Act 1984 (as amended).
- Aboriginal or Torres Strait Islander and preferably Nyamal.
