Primary objective
Provide high level specialist advice and management on the provision of Accounts Payable Services to client agencies across the NT
Government. Provide leadership and direction to the work unit and ensure the provision of an efficient and effective Accounts Payable
Service to client agencies.
Context statement
Accounts Payable provides a corporate service for government agencies to ensure supplier invoices are paid in a timely manner and
maintains the government vendor (supplier) information.
Key duties and responsibilities
1. Provide leadership and management to projects involved in developing improvements in the provision of Accounts Payable services
and to assist client agencies with business improvements relating to accounts payable.
2. Provide high level specialist advice and management on the provision of Accounts Payable services to client agencies across the NT
Government.
- Resolve complex Accounts Payable issues and provide reports, technical support and policy advice to senior management and client
agencies. Participate in inter-departmental forums relating to government accounting matters.
4. Maintain currency of contemporary Australian and overseas technology and practices in financial management and accounting and
implement these within the unit as appropriate.
5. Review Accounts Payable operations, analyse findings, make recommendations, and implement change to improve internal control,
procedural efficiency, and effectiveness, and ensure compliance with financial, taxation and procurement legislation, policies and
procedures.
- Responsible for identifying, recommending, and implementing improvements to Accounts Payable processes in an accrual
environment. This will also include recommending enhancements to the Electronic Invoice Management System.
- Undertake ad hoc tasks as required.
Selection criteria
Essential
1. Well-developed leadership and contemporary management qualities relevant to the delivery of client focussed corporate service in a
dynamic and evolving environment.
- Demonstrated experience in staff supervision and an understanding of people management including resolution of conflict within the
work environment from both external and internal parties.
3. Demonstrated high level of skills in a range of computer software applications with particular focus on Accounts Payable creation and
maintenance software and interpretation of financial data.
- Advanced working knowledge of accounting systems in a large complex organisation, in particular Accounts Payable systems. Good
knowledge of the Electronic Invoice Management System and the Common Vendor File (CVF) in the Government Accounting System
(GAS) or similar and their administration and reporting functionalities.
- Highly developed communication, presentation and report writing skills, with the ability to manage political, social and organisational
environment and represent agency in negotiations.
- Considerable and practical experience leading and managing people through organisational and structural change.
- Well-developed system thinking, analytical, policy and project management skills with the capacity to develop practical, innovative
solutions to produce continuous improvements.
8. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, respectful, and
innovative.
