Primary objective

Provide high level support to operational leadership teams to plan and deliver health service reforms, including identifying and addressing

critical service gaps and driving improvements to the efficiency and effectiveness of patient centred public health services across the

Northern Territory. This role will primarily lead the development and delivery of renal services reforms to achieve the aims of the NT

Health Kidney Plan

Key duties and responsibilities

1. Provide high level advice, support and leadership on strategic and operational issues related to the planning, design and delivery of

services to improve health services performance and drive the development, resourcing and delivery of health service reforms in

alignment with the needs of the population as well as NT Government priorities.

  1. Support operational leadership to assess health service needs, consider how current services match community needs and undertake

future service planning.

  1. Undertake reviews of service areas in line with agreed priorities and make recommendations for improving integration, addressing

critical service gaps and improving efficient and effective delivery of services.

  1. Work across NT Health functions to either lead or actively participate in reform development and delivery activities including changes

to service models and models of care.

  1. Support operational leads to undertake business planning processes including development of Business Cases, Cabinet and other

funding submissions, and business plans.

  1. Support, upskill and engage with service and program areas within the health service to identify and deliver opportunities for service

delivery improvement.

  1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in

order to ensure high quality, safe services and workplaces.

  1. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria

Essential

1. Strong knowledge of health service core business and demonstrated knowledge and understanding of local and national priorities and

directions in health service reform, planning, funding and service delivery.

  1. Proven ability to lead health service planning and business development.
  2. Proven skills in analytical and conceptual thinking, research and analysis of data, including the ability to evaluate complex health care

problems and recommend solutions and plan strategically to achieve health service objectives.

4. High level project management skills including the ability to plan, implement and evaluate projects.

5. Excellent communication and interpersonal skills including the ability to establish collaborative working relationships with internal and

external stakeholders from a range of cultural and professional backgrounds, exercise appropriate judgement in responding to requests

for information and advice, prepare comprehensive documents on complex issues, influence outcomes and effectively represent the

interests the health service in a range of forums.

Desirable

1. Tertiary qualifications in a health, business management or a related field.

This role provides high level system analysis, solution-based concept development, project leadership and executive advice for defined

health service priority areas. The role has strong focus on project delivery of service design, change management and implementation, as

well as stakeholder engagement and communication.

1. Current registration with Nursing and Midwifery Board of Australia or eligible for same.

3. Demonstrated ability to analyse service performance and implement evidence-based initiatives to improve client outcomes, program

functions, and organisational efficiency.

4. Demonstrated ability to facilitate a positive work environment, modifying work practices where necessary to meet the needs of

healthcare consumers and staff.

5. Demonstrated use of effective communication skills to maximise productive working relationships, including with relevant specialists

and executive management, and manages conflict to promote co-operation, teamwork and understanding.

6. Demonstrates and applies highly developed knowledge and understanding of the social and cultural issues, influences and sensitivities

that influence health care provision for individuals and groups.
