The Role
The Surgery Connect Program is a patient centered Queensland Health initiative that supports Hospital and Health Services deliver timely surgery to patients by collaborating with the private sector. This role is responsible for leading, overseeing, monitoring and enhancing the contractual and commercial arrangements and financial functions of Surgery Connect. This role will ensure strategic financial and contractual objectives of the program are met whilst supporting sound governance and delivering on operational business needs.
Key responsibilities:
- Oversee and ensure quality operational governance within the program by establishing and supporting relevant contract management performance committees, working program planning processes, risk management issues, business continuity plans as well as relevant internal and external audit processes.
- Oversee the development and maintenance of all policies and processes/procedures relating to end-to-end management of the Surgery Connect Standing Offer Arrangement.
- Ensure appropriate protections are in place to prevent fraud and financial mismanagement including through oversight of system access, maintaining appropriate separation of duties and managing conflicts of interest.
- Manage and coordinate high quality reporting, timely advice and direction to the Senior Director Surgery Connect and Executive Director Contract Performance Management Branch relating to historical performance, forecasts, financial risks, and other key financial or contractual issues, including proactive provision of advice regarding risks and opportunities for improvement.
- Develop and deliver high quality analysis and executive level briefings in relation to finance and standing offer arrangement related issues relevant to program deliverables.
- Effectively communicate and promote collaboration across the program to promote integration of contract management and procurement functions.
About you
We are searching for someone who:
- Proven financial, governance and business/contract/commercial management experience – applies expertise in the management of program budgets and public and private service operational processes.
- High level problem solving and issue management skills and capacity to analyse and integrate information from diverse sources. Shows judgement, intelligence, and common sense, with demonstrated ability to weigh up complex information and identify critical factors and issues.
- Highly effective interpersonal skills (both oral and written), including demonstrated ability to consult, negotiate and influence staff at all levels and provide authoritative advice to senior management on a range of complex organisational and financial issues.
- Strong management and leadership capabilities with the demonstrated abilities to achieve outcomes and effective working relationships.
