Working arrangements: Hybrid working arrangements (i.e. a combination of onsite attendance at an AEC office and remote working) will be considered at the discretion of the Hiring Manager with a typical 3 days in the office and 2 days working from home.
Length of contract: Until 31 December 2026
Contract extensions: A new contract may be offered depending on project requirements
Security clearance: Must be able to obtain Negative Vetting Level 1 (Must already have a current Baseline clearance)
Rates: $110 - $130 per hour (inc. super)
Within the Australian Electoral Commission (AEC), the Indigo Program is a large-scale transformation program to modernise business capabilities and replace core election ICT systems with a citizen-centric, agile technology platform. The Program will transform the AEC's delivery of electoral services and ensure ongoing integrity of the electoral system. Tranche 2 comprises a variety of work packages with a focus on business process re-engineering, data management, legislative compliance and replacing aging systems.
The Australian Electoral Commission (AEC) is seeking to engage suitably qualified and experienced Senior Technical Analysts to deliver and support a range of ICT projects/programs. The Senior Technical Analysts will be required to work with the project team, liaise with the technical team and lead work to develop new code, uplift existing code and deliver requirements for enhancements and improvements (approximately 25% leadership and 75% hands-on software development).
The role will be responsible for, but not limited to:
- Participating in the full Software Development Lifecycle (SDLC) to develop and maintain a C# based, n-tier, enterprise software and associated documentation in accordance with AEC standards.
- Developing automated application build and deployment scripts using technologies such as Team Foundation Server (TFS), PowerShell and FinalBuilder.
- Following the Scrum Development Methodology for all software development projects.
- Liaising with technical and business area staff to facilitate the rapid resolution of issues and/or faults within fielded production systema and those still under development.
- Leading development team through workload allocation and mentoring and advising on agile development processes.
- Developing and regularly maintaining system development schedule to ensure milestones and timelines are met.
- Ensuring that outcomes are effectively communicated to the product owners, establishing the basis for future practice.
- Tracking sprint progress and identifying any divergence from allocated tasks.
- Overseeing and presenting system showcases to various stakeholders as required.
- Understanding the product planning lifecycle and effectively managing the product backlog in collaboration with the Product Owner and Scrum Master.
- Contributing to daily, weekly and monthly Agile rituals, helping to ensure they are run effectively and efficiently.
- Proactively (and reactively) identifying and clearing organisational roadblocks and interferences that may distract development.
- Facilitating development across stakeholder groups within the AEC.
- Sharing code and development learnings back to the Developer Centre of Excellence to inform continuous improvement.
- Performing additional responsibilities as required and directed by the relevant Director/Team Leader or delegate.
Essential Criteria
- Evidenced experience and qualifications as a Technical Lead.
- Proven ability to lead, manage and mentor a development team.
- Proven hands-on technical lead experience working across the Software Development Lifecycle (SDLC) and ability to act as a liaison between the tech and business team.
- Strong experience in developing automated application build and deployment scripts using the .NET environment (.NET Core), and additional Microsoft technology stack.
- Backend development experience using web API and SQL technologies.
- Demonstrated experience with cloud-based applications development.
- Experience in technical analysis and design.
- Ability to implement integration requirements to perform end to end solution designs.
- Knowledge and experience in successfully setting priorities and delivering quality results on time and on budget.
- Proven ability to communicate effectively whilst anticipating stakeholder needs and expectations across a geographically dispersed network.
- Demonstrated ability to manage staff while developing capabilities, encouraging career development, and promoting professionalism.
- Demonstrated personal integrity whilst achieving results.
