About the Role
As Ground Operations Manager, you will lead all ground operations based in Perth, ensuring the highest standards of safety, compliance, and service delivery. You will act as the principal advisor to the National Ground Operations Manager, overseeing safety investigations, regulatory compliance, and contractor performance. This role is integral in managing operational relationships with service providers, developing and maintaining Service Level Agreements, inducting new aerodromes into the NJE network, and ensuring our ground operations meet company and client expectations. You will also drive continuous improvement through staff development, training oversight, and strong stakeholder engagement — supporting NJE's commitment to operational excellence and a zero-harm culture
Key Duties & Responsibilities
As Ground Operations Manager, you will be responsible for overseeing all ground operations based in Perth. Please see the roles and responsibilities listed below.
- Hold safety as a core value and contribute to the achievement of a zero harm and an incident / injury free environment through active participation in all safety programs relevant to the position.
- In concert with the National Jet Express Safety Department, investigate any safety-related or dangerous goods issues and implement, or where appropriate recommend the implementation, of any corrective action or procedures.
- Act as the principal ground operations advisor to the NJE Head of Airport Operations.
- Ensure compliance under the relevant state and federal law of all ground operations activities conducted by the Company, its contractors or its agents in support of Company flying operations, or as contractors to other operators.
- Negotiate and maintain the Service Level Agreements between National Jet Express and the authorised/approved service provider/s for the provision of the contracted levels of operational co-ordination, ground operations training, security, cargo, catering and aircraft ground handling support.
- Manage and maintain the department organisation and establishment plan to ensure that the department employs and trains sufficient personnel to achieve the departmental and corporate business objectives, including appropriate succession and contingency planning.
- Induct new aerodromes and operations into the NJE network and Safety Management System, ensure operations and training meet a high standard
- Ensure that all departmental activities are conducted such as to assist the Company to develop and maintain excellent customer/client relationships with clients and service providers.
- Ensure accurate and timely compliance by ground handling staff with all operational data recording and risk management procedures.
- Represents the NJE Ground Operations department and, when appropriate, the Flight Operations Department and/or Company, with the regulatory authorities, Government agencies, clients and service providers.
- Oversee NJE Ground Operations training requirements, deploying the Ground operations officers to complete training where required.
Skills and Experience
To be considered for this position with National Jet Express, we require the below as mandatory pre-requisites:
- Demonstrated leadership in airline/ground handling operations, including passenger, baggage, cargo, servicing, and ramp coordination.
- Strong knowledge of aviation regulations (CASR, MOS 139, airport authority rules) and safety/security procedures.
- Experience with FIFO (fly-in fly-out) and remote or regional operational contexts.
- Proven stakeholder management: liaising with airport authorities, clients, handling agents, internal teams.
- Excellent operational planning, scheduling, and resource allocation skills; ability to manage staff rosters and ground support equipment.
- Strong problem-solving and decision-making, especially under pressure (e.g., delays, irregular operations).
- Good commercial awareness: cost control, contract / SLA management, budget oversight.
- Proficient with operational systems and relevant software (e.g., scheduling, load-control, Microsoft Office).
- Effective communication skills, both verbal and written.
Desirable/Additional Experience:
- Previous exposure to charter operations and/or private business aviation.
- Experience in developing or implementing continuous improvement or quality/safety initiatives.
- Knowledge of dangerous goods handling.
- Ability to hold or obtain required certifications (Airport driver's licence, ASIC, airside driving permits).
- Proven ability to work in shift-based schedules and manage teams across multiple time zones or remote locations.
