Currently, there are around 4.3 million Australians with a disability. The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 600,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

A new role awaits

The Financial Reporting Team (FRT) is part of the Financial Reporting and Control Branch of the Chief Financial Officer division. FRT is primarily responsible for the preparation and auditing of the Annual Financial Statements and all processes associated with the accounting and auditing of the Agency's actuals, including month-end closure procedures, accounting policy and position paper development, general ledger integrity and reconciliation, external central agency reporting, and external audit liaison and management.

The EL1 Assistant Director Financial Reporting (Professional Stream) is an important team leadership position within the NDIA and will have delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth involving significant detail. The role requires providing leadership, control, planning, resource management, performance management and decision making for the team membership and assigned contractors working within the work area.

Where you can add value The EL1 Assistant Director Financial Reporting (Professional Stream) is responsible for actively managing key internal and external stakeholder relationships and where required will represent and negotiate on behalf of the NDIA to advance the NDIA's interests across a range of forums.

Responsibilities of the role include but are not limited to:
  • Leading the Financial Reporting Operations team, including month-end and year-end processes, general ledger management, reporting, analysis, risks, and controls, including the preparation and review of balance sheet reconciliations.
  • Ensuring efficient, timely and accurate processing of General Ledger journals, preparation of auditable working papers, and other ad-hoc reports and schedules within established timeframes and expectations.
  • Coordinating monthly General Ledger close and reporting procedures relevant to the Agency and the Scheme and maintaining the centralised General Ledger Journal posting register.
  • Leading preparation of notes and schedules for the Agency's financial statements and liaising with the Australian National Audit Office (ANAO) regarding audit matters.
  • Management of key stakeholders including internal and external auditors, business partners and other stakeholders.

We are seeking candidates with senior level accounting experience ideally gained from a Commonwealth, State and Territory, or equivalent complex, organisation.
What we're looking for in our ideal candidate:
  • CA or CPA qualified with more than 5 years post-qualification finance experience at an equivalent leadership level or higher.
  • Strong technical accounting skills, and knowledge of Australian Accounting Standards and other relevant reporting and legislative guidelines.
  • Strong external reporting and auditing skills and demonstrated ability to partner with external auditors and other key stakeholders.
  • Highly developed written and verbal communication skills, including the writing of executive briefs, technical accounting policy position papers and other communication.
  • Demonstrated ability to manage, and work well within, diverse teams to meet tight deadlines.
  • Experience working in SAP is highly desirable.
  • Baseline Security Clearance, or the ability to obtain one, from the Australian Government Security Vetting Agency (AGSVA)

Mandatory qualifications

This position is within the professional job stream and the officer must possess relevant academic qualifications with membership of Chartered Accountants Australia and New Zealand (CA), Certified Practicing Accountants (CPA) or other equivalent professional finance bodies (or holding equivalent finance related post graduate qualifications); together with extensive direct finance experience performing and delivering complex financial and governance outcomes.

While this role is ideally performed from Deakin - ACT, Surry Hills – NSW, Geelong -VIC or Richmond - VIC, flexible working arrangements may be considered. We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.

Successful candidates will be required to undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.
