Melbourne, Victoria, Australia InCare Health Services Australia Pty Ltd Full time $130,000 - $150,000 per year

Role Overview

We are seeking a highly experienced Housing & Referral Partnerships Manager to lead the development of our supported disability accommodation portfolio across Victoria. This is a senior role that requires extensive experience within the NDIS accommodation sector and a well-established network of property sources.

You will be responsible for identifying, acquiring, and setting up quality, compliant housing for a range of NDIS-funded services, including SIL, STA, MTA, respite, and SDA. Your ability to form strategic partnerships and rapidly build a robust housing supply pipeline is critical to the success of this role.

Key Responsibilities

Strategic Supply & Property Development

  • Source and secure suitable properties for NDIS participants through partnerships with SDA providers, developers, and real estate agents.
  • Lead property acquisition and readiness for use across SIL, MTA, STA, Respite, and future SDA-managed properties.
  • Build and maintain a strong supply pipeline aligned with participant demand and business growth.

Accommodation Setup & Compliance

  • Oversee the setup and onboarding of new homes — ensuring accessibility, furnishings, compliance, and participant suitability.
  • Coordinate with internal teams to ensure service delivery readiness prior to occupancy.
  • Ensure all accommodation meets NDIS Practice Standards and relevant building codes (fire safety, tenancy, SDA design compliance, etc.).

Referral Partnerships & Stakeholder Engagement

· Build and manage referral relationships with NDIS Support Coordinators, hospital discharge teams, allied health professionals, and social workers

· Identify and respond to urgent placement opportunities, including hospital discharge referrals

· Represent the organisation in property-related meetings, negotiations, and stakeholder discussions

Risk, Compliance & Reporting

  • Maintain a current housing register, track upcoming vacancies, and support the intake team with matching participants to suitable properties.
  • Identify and respond to urgent placement opportunities, including hospital discharge referrals
  • Prepare reports and updates on supply development progress and market intelligence.
  • Stay across changing policy, funding, and design requirements for NDIS accommodation.

Key Selection Criteria

Essential

  • Minimum 3+ years' experience in a similar role within the NDIS accommodation sector, with a proven track record in developing and managing supported housing portfolios.
  • Proven success in sourcing, acquiring, and managing disability housing portfolios
  • Strong, established network of property sources (e.g. SDA providers, developers, real estate agents) relevant to disability accommodation and group homes.
  • Demonstrated success in sourcing, acquiring, and setting up NDIS-funded accommodation, including SIL, STA, MTA, respite, and SDA properties.
  • In-depth knowledge of NDIS housing models, SDA design categories, tenancy and property compliance, and NDIS Practice Standards.
  • Exceptional relationship-building skills across clinical, referral, housing, and support service stakeholders.
  • Proven ability to manage multiple concurrent property projects from acquisition to readiness.
  • Strong written and verbal communication skills, and confidence in negotiations.
  • Current driver's licence and willingness to travel.

What We Offer

  • Competitive salary: $130,000 – $150,000 (based on experience)
  • The salary range is flexible and can be adjusted to reflect the expertise, value, and connections an exceptional candidate brings to the role.
