Public Skills Australia (PSA) has been appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. PSA works with employer and employee representatives from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, and all levels of Government – to ensure Australia's vocational education and training (VET) system delivers better outcomes for learners and employers. A primary function of PSA is to provide workforce planning, industry intelligence and training product development in support of industry needs and government priorities.
About the position
The Manager Training Promotion and Implementation (Manager TPI) forms part of the leadership of the company, and will work with the Office of the CEO, other managers and directors, members of the company, Board Directors, the Department of Employment and Workplace Relations (DEWR), NCVER, State and Territory Training Authorities and the DEWR Assurance Body. The Manager TPI will lead a small team within the Implementation, Promotion and Monitoring function of the company and is responsible for supporting the Training Products team to promote, implement and monitor training packages with Registered Training Organisations.
This position is accountable for the end-to-end delivery of projects within the Vocational Education and Training (VET) sector including tracking activities and milestones, managing budgets, risks, subcontractors and procurement activities. The position will be required to promote and support the vision of the Board, the outcomes of the Vocational Education and Training (VET) Reform program and ensure robust compliance, good governance, fiscal responsibility and adherence to federal requirements and will build the reputation of the company as a trusted partner.
The position is accountable to the Manager Training Promotion and Implementation and will be responsible for:
- Lead, plan, manage and monitor VET projects and activity submissions related to the promotion, use and implementation of training packages, including managing risks, budgets and human resources.
- Lead coordinated efforts to promote, implement, and expand adoption of training products by building stakeholder awareness, supporting effective rollout, and boosting engagement and utilisation.
- Promote finalised VET products in innovative ways aligned to the needs of the Public Safety and Government industry-sectors.
- Promote career pathways that demonstrate entry and exit pathways in VET.
We are seeking applicants with strong digital and technical literacy as well as written and visual communication skills. They should have demonstrated expertise in managing websites and social media platforms as well as the ability to work on and balance multiple priorities to different line managers alongside maintaining positive relationships with internal and external stakeholders. They should further have a demonstrated ability to be flexible and responsive to changing priorities and work in a dynamic team environment.
Key Selection Criteria - Essential
- Qualification(s) and/or equivalent experience relevant to the responsibilities of the position.
- An understanding of the implementation of Training Packages and the VET environment.
- Demonstrated expertise in managing multiple complex projects, budgets and teams.
- Demonstrated expertise in the current VET Reform agenda of the federal government and an
- understanding of the grant functions and work to be promoted of Jobs and Skills Councils.
- Strong relationship building skills with a solid reputation within Public Safety and Government.
- Demonstrated experience in reporting and working with executive level stakeholders

Location
This position is based at the company's office within the Melbourne Central Business District (CBD). The candidate will be required to attend the Melbourne office as necessitated by business and deliverable requirements. PSA supports flexible working arrangements, with a focus on balancing staff needs with work requirements.
