Troocoo are working with a large State Government Department on the recruitment of a Manager – Project WHS & Rail Safety Lead (AO8) to lead health and safety strategy and delivery across a high profile rail Program. This is a contract role initially through to April 2026 with potential extensions.
Within the scope of this role you'll combine strategic planning with hands-on site leadership, ensuring WHS and Rail Safety best practice is embedded across all project activities—from planning and governance to delivery and assurance.
 Reporting to the Delivery and Implementation Director, you'll also manage up to 3 WHS and Rail Safety Advisors and work closely with contractors, departmental teams, and key stakeholders.  
Key Responsibilities
- Lead the WHS and Rail Safety function for a rail project
 - Embed safety systems into project governance and delivery
 - Conduct safety walks, site inspections, and engage directly with workers and supervisors
 - Oversee contractor safety assurance to ensure compliance and performance
 - Manage risk assessments, investigations, and reporting
 - Develop and implement continuous improvement initiatives and lessons learned
 - Support the development of RIDO-wide safety frameworks and policy
 
About You
 You're a skilled safety leader with experience managing WHS and Rail Safety on complex, high-risk infrastructure or rail projects. You balance a strong strategic mindset with practical site experience.  
What you'll bring:
Essential:  
- Tertiary qualification in Health & Safety, Business, or related field
 - In-depth knowledge of WHS legislation, Rail Safety National Law, and relevant standards
 - Proven experience in senior safety roles on major infrastructure or rail projects
 - Excellent stakeholder engagement and contractor management skills
 - Ability to lead teams and influence across all levels
 - Strong communication and reporting skills
 - Proficiency in Microsoft Office and digital safety systems
 
Desirable:
- Experience engaging with regulators (e.g., ONRSR, OFSC)
 - Internal Auditor qualification
 - ICAM Lead Investigator accreditation
