NSW Ambulance is advancing strategic aeromedical reform and service delivery enhancement through the coordinated delivery of projects. To manage capital-intensive initiatives with significant organisational risk, a dedicated implementation and governance team will be established, the Aeromedical Reform Project Office (ARPO). This capability will ensure rigorous oversight, transparency, and accountability in delivering complex projects within mandated timeframes. The ARPO will reflect NSW Ambulance's commitment to excellence in service delivery and system-wide improvement in aeromedical operations.

About Aeromedical Operations:

Aeromedical & Special Operations is a core service delivery directorate of NSW Ambulance and provides specialist coordination, response, treatment and multi-modal transport for pre-hospital incidents, medical retrievals, long distance medical transports, search and rescues and major incidents. It utilises both fixed wing and rotary wing aircrafts with a state-wide fleet of 13 helicopters, 7 fixed wing aircraft and 8 road retrieval ambulances, transporting 12,000 patients per year. It is recognised internationally as a world class organisation and a beacon of thought leadership in the sector.

The service is expanding with three new helicopter bases planned for Port Macquarie, Wagga Wagga and Moruya, which will enable helicopters to reach most NSW towns within 60 minutes. This will further strengthen this vital emergency medical network that delivers hospital-level care to patients in remote and regional areas.

About the Opportunity

In this pivotal role, you will lead the development of strategic contracts that underpin the delivery of aeromedical services across NSW, ensuring operational excellence and high-quality outcomes for the community.

In this role, you will have the opportunity to:

  • Oversee the development of strategic aeromedical services contracts to ensure service delivery meets operational, policy, and statutory requirements and that administration, performance, and governance of the contracts is embedded from commencement.
  • Lead the development and implementation of contract performance, financial monitoring, and risk management frameworks that support best practice and government compliance.
  • Collaborate with senior stakeholders, government agencies, and contractors to ensure effective service delivery and mitigate operational and financial risks for contracts developed and Aeromedical Reform Project initiatives.
  • Provide high-level commercial and contractual advice to NSW Ambulance, the Ministry, and NSW Government on aeromedical matters, preparing ministerial briefs and reports.
  • Partner with finance, procurement, and operational teams to support the Aeromedical Reform Project Office's strategic objectives, including budget forecasting and procurement initiatives.

About You

We're looking for someone who:

  • Brings extensive experience as part of a senior management team within a multidisciplinary service delivery environment.
  • Holds tertiary qualifications in business management, or a related discipline, or has equivalent knowledge, skills, and contract management experience for high value, strategic procurements.
  • Has proven expertise in managing high-value contracts and service level agreements across multiple providers to deliver strategic services and projects.
  • Demonstrates exceptional written, verbal, presentation, and negotiation skills, with the ability to build positive, productive relationships with diverse stakeholders, even in challenging circumstances.
  • Adapts to changing needs by managing people and situations flexibly to achieve organisational goals.
  • Possesses excellent planning, analytical, and problem-solving skills, with the ability to develop, implement, and evaluate innovative solutions, and provide informed policy and strategy advice.
  • Excels in time management, delivering high-quality outputs—including reports, briefing papers, submissions, ministerial briefs, and policies—within agreed timeframes, using sound judgement and independent decision-making.
