Primary objective

Be responsible for the development and implementation of the Connected Beginnings program, in partnership with community and

services to meet the needs of vulnerable children and families and assist a positive transition to school.

Context statement

Connected Beginnings is an Australian Government DE initiative designed to improve outcomes for vulnerable Aboriginal children aged

0–8 years. The Connected Beginnings Leader is responsible for the overall management, coordination and budget oversight of the

program. The Connected Beginnings Tennant Creek team works to increase the engagement of vulnerable and disadvantaged Aboriginal

children in early childhood services, strengthening their social, emotional and cognitive readiness for school through enhanced community

connectedness and family engagement. The team collaborates with health, education and family services across Tennant Creek to ensure

Aboriginal families are connected to the services, opportunities and supports they need for their children to thrive.

Key duties and responsibilities

1. Manage the Connected Beginnings initiative, including partnerships and collaborations with Aboriginal people and communities, senior

staff in Government agencies and non-government organisations.

  1. Collaborate and coordinate to achieve integrated services systems across health, education, family services and other agencies

including ACCOs. Establish interagency partnerships and work with key community stakeholders.

  1. Develop and implement governance and working group structures that support the planning, development, implementation and

evaluation of Early Childhood Integrated Service Delivery Models to achieve strategic outcomes through a Collective Impact approach.

  1. Facilitate approaches to ensure Aboriginal organisations, families and communities lead integrated services systems and to enhance

the take up of early childhood services for children birth to 8 years and the usage of services by families.

  1. Lead the implementation of initiatives designed to enhance the quality and connectedness of programs and services for Aboriginal

children from birth to 8 years and their families

Selection criteria

Essential

1. Demonstrated success in working across government and non-government agencies to deliver significant policy and operational

reforms that improve outcomes for vulnerable Aboriginal children and families.

2. Demonstrated knowledge and experience in integrated early childhood service delivery and community-led change approaches across

education, health, family and other services.

3. Highly developed strategic, conceptual, analytical and collaborative skills, including the ability to interpret and apply data and evidence

to inform decision-making and to design, lead and implement place-based initiatives.

4. Strong organisational and project management skills, including experience leading diverse groups and individuals to develop innovative

place-based approaches and achieve measurable outcomes.

5. Extensive contemporary experience in human resource and financial/budget management, and sound knowledge of relevant national

and Territory legislation and policies relating to the delivery of early childhood programs.

Desirable

1. Tertiary qualification in early childhood education and care, social work, counselling, community development or a relevant discipline.
