ABOUT THE ROLE
Reporting to the Senior Advisor, Domestic Standards and Emerging Technologies, the Advisor will play a key role in shaping policy, standards, and regulations for Australia's domestic commercial vessel industry. This position is responsible for leading and contributing to projects that maintain and modernise the National Standard for Commercial Vessels (NSCV). The Advisor will also support the development of maritime safety guidance, provide technical and policy advice to industry stakeholders, and actively engage with industry to promote best practices and regulatory compliance.
You will be responsible for:
- Leading, contributing to, and participating in project work to research and develop policy, standards, and guidelines related to the design, construction, and equipment requirements for domestic commercial vessels. This includes supporting AMSA's approach to emerging technologies and reducing the number of vessels considered novel.
- Representing AMSA in engagement and consultation processes with industry stakeholders and other agencies on a broad range of maritime safety and regulatory issues related to emerging technologies.
- Preparing high-quality briefing papers to support AMSA's engagement with industry, government agencies, and international partners.
- Preparing clear, accurate, and timely responses to internal and external queries on technical and policy matters.
- Maintaining awareness of domestic and international developments in maritime regulation and technology, and assessing their potential impact on AMSA's regulatory framework.
- Researching and advising on policy and standards—particularly those involving emerging technologies—relating to domestic vessel safety, and developing evidence-based recommendations for decision-makers.
- Leading reviews of the National Standard for Commercial Vessels (NSCV) to ensure it remains current, practical, and aligned with industry and technological developments.
- Undertaking analysis and interpretation of technical and regulatory information to support sound judgement and effective decision-making.
- Assisting in the technical assessment of safety assurance proposals for vessels adopting emerging technologies.
- Contributing to the development and delivery of AMSA's strategic vision for emerging maritime technologies.
SKILLS AND EXPERIENCE
To be successful in this position, you will have the following skills and experience:
- Relevant tertiary qualifications and/or equivalent work experience, preferably in a policy or regulatory role relating to maritime safety matters.
- An understanding of, or the ability to quickly acquire an understanding of, the maritime safety framework for domestic commercial vessels.
- Excellent communications skills and the ability to work cross-functionally and collaboratively with stakeholders both internal and external to AMSA.
- Experience in project management or project coordination, including developing scope of works, developing procurement approaches to market.
- Demonstrated high-level written and verbal communication skills.
- Knowledge of risk management approaches and a desire to work in a safety-first culture.
- A keen interest in emerging maritime technologies.
The following is not a pre-requisite, but would be considered an advantage:
- A relevant degree in a science, technology or maritime engineering field.
- Operational experience onboard, or in support of domestic commercial vessel operations
- Knowledge of international maritime standards.
