 The Closing the
Gap Priority Reform 4 (PR4) Program, within NSW Department of Customer Service
(DCS), is currently looking for a Senior Technical Lead (ICT) to join their
team

 About Us

 Between
the Department of Customer Service (DCS) will work in partnership with
Aboriginal Affairs (AANSW) and the NSW Coalition of Aboriginal Peak
Organisations (NSW CAPO) to deliver the Closing the Gap (CtG) Priority Reform 4
(PR4) implementation actions and Aboriginal Data Sovereignty and Governance
(ADS&G) reform development work program (PR4 Program). DCS will work with
all NSW government agencies on key implementation actions on behalf of the
partnership, to improve shared access to and shared decision-making regarding
NSW Government-held data for Aboriginal communities.

 Primary purpose of the role:

 The Senior Technical Lead (ICT) is a key
member of the Data Products and Digital Strategy team, responsible for
supporting the design, procurement, and implementation of digital tools. These
tools span full stack web applications, privacy enhancing technology, data
engineering, geospatial analysis, and cloud infrastructure. This role involves
providing procurement and technical advice to inform decision-making across a
wide range of stakeholders. It also includes project management, delivering regular
reports and presentations to support executive meetings, and partnership
engagements. The role will have no direct reports, however vendor management is
a key function.

 The Senior Technical Lead (ICT) will contribute to the delivery
of the NSW PR4 in ways that align with Aboriginal communities' needs and
priorities to achieve NSW Government commitments of the National Agreement on
Closing the Gap.

 Your
responsibilities will include:

  •  Lead the procurement of digital solutions, including full-stack application development and privacy-enhancing technologies.
  •  Manage vendor relationships and oversee project delivery from initiation to completion.
  •  Provide architectural design and technical guidance to support solution development.
  •  Develop and maintain comprehensive documentation, including requirements, specifications, user stories, and user guides.
  •  Navigate internal business processes and approval workflows to enable efficient procurement and deployment of services.
  •  Provision and administer digital resources and systems to ensure operational readiness.
  •  Support the deployment of ICT solutions across external environments in collaboration with program partners.

 About you:

  •  Demonstrated experience with government procurement processes, particularly for technology vendors
  •  Experience with projects involving full-stack web application development and deployment and familiarity with best-practice frameworks and approaches
  •  Experience navigating processes and procedures to bring a digital product from planning through to deployment and Business as Usual (BAU) including working closely with Information Management and Information Technology (IMIT) and cyber security business partners.
  •  Experience in project managing technical vendors and engaging effectively with a broad range of stakeholders, ideally with projects spanning multiple government agencies.
  •  Strong technical expertise in cloud infrastructure, cloud services, databases and web applications.
  •  Familiarity with change management approaches for digital product adoption is preferred
