A Safe and Healthy Work EnvironmentInclusiveness and RespectConsistency and FairnessTeamwork and Staff DevelopmentPerformance and Value for MoneyLeadership and CollaborationSustainabilityForward-lookingPosition ObjectiveThe Safety Business Partner - Field Worker engages with the road construction and maintenance crews to:Conduct site inspections and audits with site supervisors to identify potential hazards and risks on job sites.Work proactively and collaboratively as a business partner with supervisors to implement workplace healthand safety standards.Support teams in implementing corrective measures to safeguard the wellbeing of all workers.Foster a proactive approach to safety management and promote a culture of health and wellbeing.Contribute to the continuous improvement of safety practices across all operations.Provide training and support to supervisors, site supervisors and project managers.Position ResponsibilitiesFunctional Areas Key AccountabilitiesSite Safety Inspections • Conduct regular and ad-hoc Safety inspections across civil constructionwork sites, as identified in consultation and planning with the WorksCoordinator.Identify and report hazards, unsafe practices, and non-compliance withWHS legislation and Council policies, applying a learning approach tosupport crews to address issues.Use checklists and digital tools to document findings and observations.Data from findings and observations will be used in trends analysis toinform opportunities for betterment and improvement.Report findings and observations to relevant Supervisors, Managers andthe ELT.Risk Assessment & HazardControlEvaluate site-specific risks (e.g. excavation, traffic management, plantoperation)Recommend and verify the site supervisor's implementation of appropriatecontrol measures.Consult with and mentor site supervisor of identified risks, correctiveactions with an aim of continual improvement.Monitor effectiveness of implemented controls, escalate any unresolvedissues to Safety Coordinator.Participate in incident investigations and ensure fair, transparent reportingConsultation &CommunicationFoster open communication, where mistakes can be openly communicatedwithout fear of reprisal and be seen as a learning event, without assigningblame.Facilitate toolbox talks and safety briefings on site where required, andencourage open reporting of hazards, near misses and incidents.Participate at Safety Committee Meetings when requiredTraining & Capacity Building • Contribute to the development and delivery of WHS training andinformation material to develop WHS skills and awareness across Council.Support capacity building of supervisors and their crews in applying WHSactivities in their daily work.Other • Proactively maintain knowledge and monitor changes in WHS legislationand industry best practice to provide up to date advice andrecommendations on compliance with legislative requirements.Comply with laws and regulations governing practice of WHS and relatedactivities and make judgments impartially based on standards, legislation,Council requirements, WHS knowledge and practice.Other such relevant duties as required from time to time, which wouldgenerally fall within the scope of this position as directed by youraccountable supervisor. The position must understand that their powers are limited to their delegatedauthority and know and comply with any authority/obligation that comes with their powers.Position RequirementsSkillsAble to demonstrate a commitment to Council's core values through personal action.Good communication skills with the ability to present ideas and advice at all levels of Council.Well-developed written and verbal communications skills and demonstrated ability to engage and build'trusted' relationships with workers and managers to achieve improved health and safety outcomes.Discovery and problems solving skills in evaluating WHS management systems and processes andproviding recommendations for WHS system improvement initiatives.Demonstrated skills and experience in supporting change / WHS improvement initiatives, includingsupporting workers and managers to develop their responsibility and leadership to achieve anorganizational culture that is focused on WHS.Knowledge• Considerable knowledge of contemporary WHS and risk management systems, processes, and principles,WHS legislation with audit, investigation and/or training experience.Knowledge of the principles and legislation related to Work health and Safety.Knowledge and understanding of Queensland Local Government Business activities.Mandatory Experience/QualificationsCurrent 'C' Class Drivers LicenceTertiary qualification in occupational health and safety (Diploma or Advance Diploma) with relevantexperience; or an equivalent level of expertise gained from a combination of experience, training,professional accreditation, and qualification.Demonstrated capacity to act independently, objectively and with integrity.Desirable Experience/QualificationsCertificate IV in Training and Assessment (TAE40116) or demonstrated ability to delivertraining/inductions. Also, as required, assisting orparticipating in the carrying out of risk assessments on identified hazards;Ensuring that no hazardous substance is purchased or used without first carrying out a risk assessmentand gaining approval from the authorised person.Identifying employee training needs and ensuring that no employee is required to undertake a task withoutfirst receiving training in the safe method of work, or adequate safety instructionsEstablishing and maintaining a high standard of housekeeping within your individual work area(s) andgenerally within the Longreach Regional Council's area of responsibility.Attending any toolbox, team talks or specific training (e.g. Take 5s etc.) as supplied and required byLongreach Regional Council.Ensuring all employees under your control are aware of first aid locations, fire protection facilities,evacuation and other emergency procedures.In liaison with the Workplace Rehabilitation Coordinator, implementing rehabilitation procedures andfacilitating early return to work for injured employees. Also assisting with the identification of positions thatare suitable for rehabilitation placements.Attend WH&S Committee meetings as and when required.
