Provide project-management leadership and coordination for delivery of the National Firearms Register Project on behalf of the Northern Territory Police Force, reporting to a Program Director within the Digital Transformation Program.
The Project Manager's primary responsibility is the successful delivery of the NFR project; however, they may also be required to provide project-management support to other digital transformation initiatives as directed by the Program Director to meet organisational priorities.
The Project Manager will be responsible for managing and coordinating NFR project streams, preparing project documentation, and supporting governance and stakeholder engagement to ensure delivery of NT objectives across the following areas:
- Data uplift and quality assurance
- Registry and portal uplift
- Legislation, policy, and business-process reform
- Integration and inter-agency data sharing
- Business change and stakeholder engagement.
Key Duties and Responsibilities
- Support a Program Director within the Digital Transformation Program to deliver the National Firearms Register (NFR) project and associated initiatives
- Provide project leadership, coordination, and oversight for the day-to-day delivery of assigned NFR workstreams in line with program governance and reporting frameworks.
- Manage and influence stakeholder expectations, generate buy-in, and drive collaboration across agencies to achieve successful delivery of project and organisational outcomes.
- Maintain disciplined project documentation and prepare high-quality briefings, reports, and artefacts for governance forums
- Ensure alignment with the broader Digital Transformation Program schedule, dependencies, and benefits plan.
- Represent the NTPF and Northern Territory interests in relevant national NFR meetings, workshops, and working groups as directed.
- Monitor project performance, risks, and interdependencies, escalating emerging issues to the Program Director for guidance and resolution.
- Foster a positive workplace culture that values accountability, innovation, and continuous improvement in delivering project outcomes.
- Contribute to other Digital Transformation Program projects or initiatives as required, ensuring continuity and consistency of delivery across the broader program portfolio.
Essential Skills and Experience
- Minimum five (5) years' experience working in a policing, law enforcement, or justice-sector environment, or on projects within such agencies.
- Demonstrated understanding of, or ability to rapidly acquire knowledge of, firearms legislation and related national agreements, including the National Firearms Agreement and relevant state and territory laws.
- Knowledge of, or the ability to quickly develop an understanding of, the National Firearms Register and its objectives to improve information sharing for law enforcement and enhance community safety.
- Proven ability to operate effectively within a structured program environment under senior leadership direction.
- Demonstrated experience managing ICT-enabled business change or data-uplift projects, particularly where coordination across multiple agencies is required.
- Strong stakeholder engagement and communication skills, with the ability to influence and maintain relationships at operational and senior levels.
- Effective leadership skills and demonstrated success in project management and business process improvement.
- High level of interpersonal, written, and presentation skills, including the ability to tailor key messaging for diverse audiences.
- Proven ability to manage competing risks and deliverables in dynamic environments.
Desirable Skills and Experience
- Formal qualifications in a relevant discipline.
- Knowledge of issues, trends and complexities related to the Firearms Act 1997 (NT) and the National Firearms Register.
- Familiarity with policing or government data or case-management systems. Personal Qualities required of Candidate(s)
