The Department of Justice and Community Safety (the department) is seeking an Offender Management Officer, to provide a critical role within Dame Phyllis Frost Centre.

About the Business Unit

The Corrections and Justice Services (CJS) group, comprising Corrections Victoria (CV), Justice Health and Justice Services, plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system.

CV is responsible for the implementation of policies, programs and services that ensure the safe and secure containment of prisoners, and that seek to rehabilitate offenders by addressing the underlying causes of offending behaviour.

CV also sets strategy, policy and standards for the management of the state's system of correctional facilities whilst also developing programs for the management and rehabilitation of prisoners and the community-based supervision of offenders.

As part of the CJS group, the Dame Phyllis Frost Centre (DPFC) is a 649-bed maximum-security facility for female offenders located within the West Metropolitan Area, Department of Justice and Community Safety. DPFC recognises that women's pathway to offending is different to men and that women engaged in the criminal justice system often have a history of complex trauma. DPFC polices and procedures are gender responsive and based on Trauma Informed Practice principles.

About the Role

The role of the Offender Management officer at the Dame Phyllis Frost Centre is to act as a "change agent" by providing support and training to custodial staff regarding the caseworker's role at DPFC.

This position operates under the guidance and direction of the Offender Management Supervisor.

The main focus of this role will be to coach and mentor staff to achieve understanding of processes used in achieving quality case management. It promotes quality case management through ongoing monitoring combined with quality assurance compliance assessments. The role requires ongoing commitment to the continual development of local Offender Management processes and policy whilst maintaining alignment to Correction Victoria's `Offender Management Framework'.

Some of your duties will include:

  • Under direction, assume a lead role in the support and training of custodial staff in relation case management and the caseworker's role at DPFC.
  • Participate in activities that develop an understanding and successful implementation of high-level offender management practices
  • Actively participate in the performance management process, delivery of training, coaching and support to prison officers in prisoner assessment, Individual management files (IMF), case management, and program and service knowledge.

About you

To be successful in this role, you will have:

  • Demonstrated knowledge the Reducing Re-offending Framework, the Offender Management Framework, Trauma Informed Practice Principles and offender management/case management practices in custodial settings.
  • Demonstrated ability to provide support and coaching in a correctional environment including to a team of correctional staff.

Qualifications

  • Completion of the Prison Officer Pre-service Training or a willingness to undertake and complete the provided Prison Officer Pre-Service Training is required.
  • Certificate III in Correctional Practice (Custodial) or similar is desirable.
  • Certificate IV Training and Assessment is desirable.
