About the role

This is a Fixed Term, full-time position (for 2 years).

Position purpose and context

Reporting to the Director Precincts - Fishermans Bend, this position will lead the Precinct Planning and Implementation team in completing the planning for Fishermans Bend and implementing key deliverables and catalyst projects outlined in the Fishermans Bend Framework, to achieve urban renewal outcomes.

The Manager Precinct Strategy and Implementation will lead a talented and driven team with a focus on delivering quality outcomes and developing staff capabilities. The team delivers across concurrent workstreams including urban planning, place creation, sustainability, infrastructure, and design strategy/policy development and implementation.

The role requires confidence in managing stakeholders and relationships with key government, non-government, institutional and private sector stakeholders; and ability to navigate complex projects through governance pathways.

You are accomplished in strategic planning, coaching others and engaging with key stakeholders in strategic planning processes. You drive implementation of a precinct vision, underpinned by innovative thinking, evidence-based insights, and best practice.

Position accountabilities

This role provides strategic oversight of the Vision and Framework for Fishermans Bend, including implementation plans, policies, infrastructure funding, place-making activities, and investment attraction. You will advise government, industry, and community stakeholders on planning policy and implementation, using tools such as 3D modelling to inform decision-making.

You will lead complex negotiations with internal and external stakeholders to influence outcomes and achieve taskforce objectives. As part of the management team, you will contribute to governance, resource management, and priority project delivery while building staff capability and fostering a positive, collaborative culture.

Qualifications and experience

  • Bachelor degree or higher in Urban Planning, Urban Design, Project Management, Development or Engineering or related field (mandatory.
  • Thorough knowledge and understanding of the Victorian planning system, particularly the Victorian planning policy context, statutory planning framework, relevant legislation, and local government planning practices (mandatory).
  • Experience in and knowledge of both statutory and strategic land use planning in the public and private sectors. Sound understanding of planning issues and imperatives, stakeholder engagement processes and an ability to understand trends in the planning system (desirable).
  • Demonstrated experience in the development and implementation of structure plans, masterplans and/or implementation plans (desirable).

    Experience managing a high performing team (desirable).
