Primary objective
The Manager Contracts leads and manages a team to develop, commission, implement and review the Department's programs across both
grant and procurement contracts, including new initiatives and projects to improve community outcomes on behalf of the Department of
Children and Families.
Key duties and responsibilities
1. Lead and manage a team that undertakes the development, implementation and management of departmental programs, initiatives
and special projects in compliance with governance, funding and related requirements.
2. Manage commissioning, procurement, grant management and acquittal processes and financial and performance compliance through
proactive and practical solution focussed relationships with internal and external partners.
- Collate and analyse contractual key performance measures and financial data from an array of sources, to effectively monitor
departmental outcomes and inform strategic direction.
4. Identify, consult and engage relevant stakeholders in the respective region/area to jointly develop appropriate service responses, and
facilitate opportunities to engage and collaborate with external stakeholders to develop joint solutions across government and non-
government sectors, Aboriginal communities and organisations, in the Northern Territory.
- Prepare quality evidence-based written briefs, proposals, correspondence and reports which effectively communicate findings, make
clear recommendations and identify areas for improvement to the agency and Government.
- Monitor the completion of projects and implement effective and rigorous project evaluation methodologies to inform future planning
and develop effective strategies to remedy variances and minimise impacts.
Selection criteria
Essential
1. Demonstrated team management experience, including human resources, finance, information technology and information
management systems, change management, risk management, quality assurance and continuous improvement.
2. Extensive knowledge and acumen in program and/or project management and governance processes including procurement, financial
management, grant and contract management elements.
3. Well-developed knowledge and skills in the contribution to policy and procedures development, working with legislative and regulatory
frameworks, interpretation of legislation and program research and planning, implementation, analysis and evaluation.
4. High level experience in developing and implementing stakeholder engagement strategies, building and maintaining relationships and
partnerships that further commissioning and program design, implementation and monitoring systems.
- High level verbal and written communication skills, including government and ministerial briefings and submissions, guidelines and
notices, to be communicated and discussed with a diverse stakeholder and customer base.
6. Proven ability to lead and mentor others, and role model a high standard of integrity, confidentiality, and professionalism in a complex
and highly sensitive environment.
Desirable
1. Demonstrated experience working with Aboriginal communities and stakeholders in service design and implementation.
- A relevant tertiary qualification, or substantial experience, in Contract Management, Business, Public Administration or Project
Management.
3. Hold a current Northern Territory drivers' licence or ability to obtain.
4. An ability to travel, both within the Territory (including remote communities) and interstate, as required.
