Primary objective

This position provides a critical leadership role in project delivery and management of regional and remote road networks,

aerodromes, barge landings and other transport assets across the Big Rivers Region. This role is key to the Transport and

Civil Infrastructure Division and reports to the Executive Director Northern Region, with a regional report to the General

Manager Transport and Civil Infrastructure. The position will build and maintain relationships with key transport stakeholders

and manage the regional Civil team during emergency management.

Key duties and responsibilities

1. Lead the Transport and Civil Services Big Rivers Regional team in the delivery of new capital projects, management of

existing transport infrastructure and contract management.

2. Work with the team and external stakeholders to ensure transport infrastructure in the region remains safe and fit for

purpose and provide advice and guidance on the implementation of policy and system changes that may impact upon

program delivery.

  1. Ensure the cost-effective delivery of the transport infrastructure program and management of divisional resources,

including monitoring of operational and personnel budgets in the region.

  1. Provide advice to the Chief Executive, General Manager Regions, General Manger Transport and Civil Infrastructure,

Executive Director Northern Region and other relevant Departmental managers, industry, and the public in relation to

transport and civil matters relating to the Big Rivers Region.

  1. Manage public stakeholder interface/public consultation for the region, build relationships with key local stakeholders

and work in partnership with Transport Planning teams to develop regional specific placed based infrastructure plans.

Selection criteria

Essential

1. Demonstrated high level leadership skills with ability to build, motivate and lead a high performing team by influencing

and managing resources.

2. Tertiary qualifications in Civil Construction/Project and Contract Management or Business Management.

3. Extensive experience in the civil industry, delivery and management of transport infrastructure capital projects and

contract management, to meet strategic regional outcomes.

4. Executive level spoken and written communication, negotiation, and collaboration skills, including the ability for public

speaking, presentation and media skills and a proven ability to develop high level correspondence such as ministerials,

briefings, reports, position, and discussion papers.

  1. Demonstrated knowledge of the differing requirements, cultural values, economic situations, and political sensitivities of

stakeholders, including industry groups, Indigenous communities, road users and landholders.

  1. A current driver's licence or the ability to obtain.

Desirable

1. A degree in Civil engineering.

2. Knowledge of relevant Northern Territory legislation and policy.

3. Experience in emergency and disaster management.
