Are you passionate about turning complex requirements into elegant software solutions? Do you thrive in regulated environments where precision and impact go hand in hand? We're looking for a Technical Business Analyst to help shape the future of healthcare and human services technology. Reporting directly to the CIDO this is an impactful role with great mentoring opportunity.
What You'll Do
As a key member of CIDO team, you'll work across disciplines to ensure software meets real-world needs—functionally, technically, and compliantly.
Your responsibilities will include:
- Plan and conduct stakeholder workshops, interviews and data analysis to gather business and technical requirements.
- Produce high-quality requirements artefacts: feature definitions, user stories, acceptance criteria, user flows, process maps, non-functional requirements, information models and integration views.
- Map end-to-end workflows across aged care, and home care; identify pain points, automation opportunities, UX improvements, and measurable outcomes. Model current and target states, highlighting opportunities, risks, dependencies, and impacts.
- Ensure alignment with relevant Australian eHealth standards and legislation (e.g., eNRMC conformance considerations, Australian Medicines Terminology/PBS alignment, HI/Identifiers use, security and privacy requirements), coordinating with compliance and business and clinical advisors.
- Collaborating with business advisors, UX designers, developers, product managers, and compliance teams to shape solution options, prioritise requirements, and support digital product development and implementation
- Lead analysis for migration from on-premise to cloud, including integration patterns, data migration, security/privacy, identity and access, observability, and operability.
- Supporting validation, testing, documentation and stakeholder reviews to ensure alignment and quality
What You Bring
We're seeking someone who's analytical, collaborative, and mission driven.
Must-have experience:
- 5+ years' experience and proven track record in software product development projects as a Technical Business Analyst
- Advanced requirements elicitation, analysis, and documentation across complex, regulated domains.
- Strong process modelling (BPMN), user journeys and user flows.
- Excellent facilitation, negotiation, and communication skills across executive, clinical, operational, and technical audiences.
- Strong skills in documenting product and data requirements, technical solution design, product documentation incl. technical specs.
- Practical understanding of cloud modernisation, integrations (APIs, events), and data migration considerations.
- Competence with Agile delivery practices and tools (e.g., Jira, Azure DevOps); proficiency with Visio/Miro/Figma or similar.
- Experience working in regulated environments (healthcare, government, human services) or organizations developing software products for regulated environments.
- Excellent communication and stakeholder engagement skills
- Tertiary qualification in Business, Information Systems, Health Informatics, or related field (or equivalent experience).
Bonus points for:
- Familiarity with Agile or hybrid development methodologies
- Deep familiarity with healthcare workflows and eHealth product development (pharmacy, aged care, residential medication charts, medication administration/signing, interoperability).
- Understanding of Australian eHealth context (e.g., eNRMC considerations, AMT/PBS alignment, identifiers/privacy expectations) and impact on digital products.
- Working knowledge of secure software development practices, privacy by design, and audit/compliance needs.
Why Join?
- Work on meaningful products that improve lives
- Collaborate with passionate, purpose-driven teams
- Flexible work arrangements and inclusive culture
- Opportunities for growth, innovation, and impact
