Primary objective

Lead the planning, delivery, and management of built infrastructure programs across the Northern Territory, supporting multiple agencies.

Ensure effective project delivery, forward planning, design, documentation support, and procurement with a focus on delivering in urban

and remote environments, managing tight budgets, and meeting statutory, health, safety and sustainability standards.

Context statement

Sitting under the Program Delivery and Procurement division, the General Manager Built Infrastructure oversees infrastructure projects

across Greater Darwin and Top End regions, and supports infrastructure programs across the NT, working closely with agencies,

contractors, consultants and internal teams with a strategic and operational focus. Responsibilities include managing consultancies and

construction contracts, ensuring projects meet statutory, governance, sustainability, and safety standards, and supporting whole-of-NT

planning and built asset management.

Key duties and responsibilities

1. Oversee the delivery of infrastructure programs across NT regions for multiple agencies, providing guidance and support to the Built

Infrastructure team and providing strategic support as required in the delivery of other regional Built Infrastructure Works programs.

Ensure programs and projects are delivered on time, within scope, and within budget, in accordance with procurement, financial,

statutory and governance requirements.

  1. Lead the development and implementation of forward infrastructure planning, design standards and specifications, design

documentation development support, and asset management frameworks working closely with internal teams, and other agencies, to

support whole-of-NT strategic and sustainable infrastructure outcomes.

  1. Manage consultants and contracts, ensuring quality, compliance, and value for money across projects.
  2. Oversee the Built Infrastructure operating budget and ensure efficient use of resources, balancing project delivery within tight

budgetary constraints and trade shortages.

5. Ensure all projects meet the National Construction Code, statutory obligations, health and safety standards, and policies for

sustainability and governance, including maintenance and repair obligations.

6. Build and maintain key relationships with internal teams, agencies, external contractors, and industry partners to support project

delivery and strategic objectives.

7. Lead, motivate, and develop a high-performing team, fostering a culture of safety, innovation, and continuous improvement.

8. Ensure projects comply with the National Construction Code, the Financial Management Act, and other relevant standards and policies.

9. Work collegiately with the General Manager Regions in the delivery of projects and provide strategic support as required in the delivery

of the Built Infrastructure Works program.

Selection criteria

Essential

1. Proven experience in project management, program management, construction, urban/regional planning, infrastructure planning or

related fields, with a strong understanding of infrastructure planning and delivery in remote and complex environments.

2. Demonstrated ability to lead infrastructure programs, manage consultants and contracts, and deliver projects within tight budgets and

timeframes.

3. Strong knowledge of statutory obligations, health and safety standards, and sustainability policies relevant to infrastructure projects.

4. Experience in managing operational budgets and navigating governance frameworks.

5. Excellent leadership, stakeholder engagement, and communication skills, with the ability to lead teams and build effective relationships

across government and industry.

6. Ability to guide, mentor and support project managers to ensure project success.

1. Tertiary qualification/s in a relevant discipline.
