Primary objective
Provide legal support, proactive and timely research, analysis and advice to the Director, Legal Services and the day-to-day
management and supervision of the Legal Services unit.
Key duties and responsibilities
1. Provide leadership and overall supervision of the Legal Services administrative staff to ensure the coordination and timely flow
of emails, advice, legal requests, ministerial, internal and external stakeholder correspondence.
2. Research, analyse, and prepare advice and recommendations for consideration by the Director, Legal Services
3. Prepare ministerial briefs, memorandums and cabinet comments for consideration by the Director, Chief Health Officer, Chief
Executive Officer, the Minister and Division Heads.
4. Assist NT Health staff to prepare statutory declarations, including advising on the procedures for witnesses attending Court.
5. Develop and deliver training programs and presentations on legal health related matters to relevant stakeholders.
- Prepare statutory instruments for health stakeholders including drafting instructions for Office of Parliamentary Counsel.
- Assist with the Department's Motor Vehicle Accident claims and produce documents under summonses, subpoenas, warrants,
information requests, notices to produce and assist the team in preparation for litigated and coronial matters.
8. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken
in order to ensure high quality, safe services and workplaces.
9. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Formal education, training or relevant experience in a legal or related field.
Sound working knowledge and proven ability to interpret and apply Northern Territory legislation relevant to the health system.
Proven ability to work within a small team, exercise discretion, maintain confidentiality, demonstrate analytical and problem-
solving skills with an ability to identify issues and make appropriate decisions.
- Demonstrated experience in preparing statutory instruments, high level ministerial briefs, memorandums, submissions, power
point presentations and legal correspondence.
- Demonstrated ability to work with initiative and minimal supervision, be self-motivated, with the ability to develop and maintain
relationships with NT Health professionals, lawyers and other internal and external stakeholders in a professional manner in
both written and oral forms.
- Demonstrated efficiency in the use of computer systems including word processing, spreadsheets, PowerPoint presentations,
record management, database and government business systems.
Desirable
1. Tertiary qualifications, training or relevant experience in a legal or related field.
2. A knowledge of the Department and its functions and services provided.
