About the role:
As a Pre-Contracts and Proposals Lead, you will be responsible for managing the entire proposal lifecycle—from initial kick-off through to final submission.
This includes developing proposal strategies, scheduling, resource allocation, risk management and ensuring timely, compliant submissions aligned with business and client goals.
The role involves close collaboration with internal teams across Engineering, Estimating, Operations, and People & Culture to gather content, develop narratives, and ensure alignment with client requirements and Aqua Metro's brand and values.
The Pre-Contracts and Proposals Lead is also responsible for interpreting RFPs, leading kick-off and review meetings, and crafting persuasive responses that clearly communicate the company's value proposition and competitive advantages.
A key focus is on the pre-contracts process for major water infrastructure bids, including large-scale framework and panel agreements.
This includes coordinating multidisciplinary bid teams, engaging with clients, delivery partners, and subcontractors, and leading the preparation of high-quality, technically and commercially sound submissions. The role also ensures all bids meet contractual requirements while aligning with internal commercial objectives and client expectations.
The role also involves direct or indirect communication with clients to gain deep insight into their strategic goals, allowing the development of tailored bid strategies. Prepare and maintain opportunity register aligning with business growth strategy. In addition, this position requires ongoing market awareness—monitoring client procurement trends, competitor activity, and sector developments, particularly in the water industry.
The Pre-Contracts and Proposals Lead also plays a key role in continuously improving internal proposal processes, tools, and standards to drive efficiency, quality, and success rates across all bid efforts.
Qualifications & Experience Summary
- The ideal candidate will hold a bachelor's degree in business administration or a related field, with over 5 years of experience in bid, precontracts management—preferably within the utilities sector.
- They should have a proven track record of managing complex bids for large-scale contracts, demonstrating success through effective proposal strategy and execution.
- A strong understanding of the full bid lifecycle, proposal writing, and government procurement processes is essential.
- The candidate must be proficient in MS Office and capable of producing high-quality, accurate, and visually engaging submissions.
- Experience in coordinating cross-functional teams and influencing stakeholders is key, alongside the ability to manage multiple bids concurrently under tight deadlines.
- Excellent communication, analytical, and problem-solving skills are required to develop compelling bid strategies and present complex information clearly and persuasively.
- Strong project management, attention to detail, and organisational abilities will ensure success in this role.
