South Australia Police (SAPOL) provides a diverse range of services to the community. These services are aimed at producing a safe and peaceful environment by the minimisation of crime and disorder. It is a large complex organisation which, because of the nature of its operations, is constantly subject to public scrutiny and accountability. It provides services to a range of different locations (over 100) spread across the State on a 24 hour a day basis.

The Information Systems and Technology (IS&T) Service supports the frontline policing and corporate operations of SAPOL through the provision of ICT infrastructure and communication platforms, operational software applications, and support services. The Service is responsible for driving the ongoing evolution of ICT capability across SAPOL, through the delivery of high-quality ICT change programs. The Service is structured across four core pillars: Strategy, Innovation and Engagement; Program Delivery; Operational Services; and Security and Assurance. The Service extends from traditional ICT services to encompass a specialist radio and technology capability, including laser and radar calibration services.
Program Delivery is accountable for the successful delivery of business outcomes from a large portfolio of projects. It contains both project delivery accountability as well as portfolio governance responsibilities to manage quality, risk and budget to optimise outcomes from the portfolio as a whole. SAPOL is undertaking a large complex portfolio of work across a range of areas including core infrastructure, business systems and digital transformation initiatives. This full portfolio has been broken into three sub-portfolios to deliver on the business outcomes, including the Mobility Portfolio, in which this position is located.
The Mobility Portfolio is responsible for the delivery of 2 flagship Programs consisting of the Mobile Workforce Program (MWP) and the Digital Workforce Program (DWP), which together are focused on delivering personally issued mobile devices provisioned with full frontline capability and rolling out digital innovation across SAPOL. These programs represent an enterprise multi-year technology transformation program that will usher in SAPOL's future workplace and deliver IT solutions for next generation policing.
Your new role
The Technical Delivery Manager will lead the Mobility Portfolio's program of product development and delivery including both in-house and third-party solutions, as well as enabling incremental changes to existing software solutions, with regular collaboration with IS&T Operations, Security and Architecture teams. The incumbent will work under broad direction, provide leadership, and contribute to project outcomes, to achieve Portfolio priorities.
The role contributes to delivering the agency's priorities including efficient and unified department operating systems and processes as well as delivering systems and technology that supports high levels of customer service and responsiveness.
Reporting to the Program Director, Mobility Portfolio, the incumbent will manage a team of technical specialists, including Developers and User Experience Designers and will operate effectively within a matrix structure, collaborating with cross-functional team members across both Project and Operations streams to align priorities, share resources, driving cohesive delivery outcomes as follows:
- Leads the definition, implementation and review of the organisation's systems development management framework.
- Leads and manages the rapid delivery of high-quality changes with minimal lead time by leveraging ITIL Change Enablement practices, coordinating effective Release Management, and aligning with Organisational Change Management to ensure stakeholder awareness, adoption, and optimised product usage.
- Oversees the development and implementation of a comprehensive product and portfolio delivery roadmap that encompasses new features, enhancements, and defect resolutions across all major software products and smaller applications.
- Effectively manages interdependencies with other strategic programs and BAU initiatives to ensure alignment, timely delivery, and optimised resource allocation.
- Oversees effective relationships with critical vendors and partners including ensuring performance against contractual parameters.
- Provides effective leadership to teams of technical experts including planning, developing and implementing workforce planning, performance management and development programs, initiatives and processes.
- Develops and maintains Governance processes for the prioritisation of features, enhancements and defects that align with a Product-based approach
- Establishes regular two-way collaboration between ICT Operations and the DevOps Engineers to provide effective across the portfolio to users and frequent, low risk, production releases.
- Develops and implements strategies for the successful ongoing operation of solutions from projects and that they are successfully handed over to Operational Services including appropriate vendor support arrangements, training and artefacts.
What you'll need to succeed
- Demonstrated experience operating under very broad direction and exercising significant levels of independent judgement and delegated authority in the allocation and management of both financial and human resources for a function of critical importance to the agency and the public sector.
- Demonstrated extensive experience in managing and improving an ICT technical service for applications and reporting services, including ICT standards and methodologies to achieve high quality service outcomes.
- Demonstrated in-depth knowledge of product development methodologies, principles and practices including both in-house developed and third party/SAAS solutions, backed with broad ICT industry experience in the areas of Cloud Ability to manage multifaceted issues whilst operating independently and exercise judgement where procedures are not clearly defined.
- Demonstrated high level of technical/professional competence across the ICT disciplines.
- Cloud & Infrastructure Expertise: Strong experience with Azure, AWS, modern networking and security (SSE platforms), and enterprise virtualisation technologies like Citrix, AVD, and Windows 365.
- Application & Device Management: Skilled in modern app development (Angular, .NET, Android), cloud-native architectures, DevSecOps, SDLC and CI/CD pipelines, and mobile device management using Intune, EDR platforms, and Samsung Knox.
- Modern Workplace Solutions: Deep knowledge of Microsoft 365 tools including Exchange Online SharePoint, Teams, Power Platform, and Office 365 collaboration technologies.
- Demonstrates and applies high-level understanding of ICT security practices especially related to application security.
- Successful record of identifying customer needs, developing service strategies, and providing quality customer services in either a public or private sector environment.
- Demonstrated ability to interact with all groups in ICT and the business in implementing product solutions into SAPOL's ICT landscape.
- Excellent oral and written communication skills, including proven ability to explain and impart information and communicate complex technical ICT concepts in a professional manner to a wide range of audiences, including the development of documentation to a high standard.

- Some out of hours work and intra/interstate travel may be required.

Salary
MAS3 - $127,859 per annum.
