Primary objective

Provide high-level operational leadership for the security and parking functions across the Darwin Waterfront Precinct. This position supports the Chief

Operating Officer in planning, delivering, and overseeing public safety, parking compliance, CCTV management, enforcement operations, and minor

infrastructure improvements to enhance public amenity, asset protection, and regulatory compliance within the precinct.

Context statement

The Darwin Waterfront Corporation (DWC) is a statutory authority established under the Darwin Waterfront Corporation Act to develop, manage, and

promote the precinct for community benefit, residential and business use, and as a venue for events and entertainment. The position has legislative authority

to issue infringement notices and support legal enforcement under the Act and associated By-laws and regulations.

Key duties and responsibilities

1. Manage and oversee contracted security personnel and Ranger, including daily handover, performance monitoring, and incident review.

2. Lead the planning and delivery of security operations, public safety initiatives, investigation and compliance with legislation, by-laws and regulations

across the precinct.

3. Administer parking operations, including managing on- and off-street systems.

4. Oversee the operation and maintenance of the precinct's CCTV network (250+ cameras), including footage access for police and insurers.

5. Review and endorse traffic and security management plans for precinct events and contractor works to ensure alignment with public safety standards.

6. Act as DWC's primary liaison on enforcement matters, resolving disputes, supporting court processes, and representing the Corporation in regulatory

matters.

7. Assist with emergency response planning and execution.

8. Manage minor infrastructure upgrades, procurement of security-related equipment, maintain parking structures (including regulatory signage and road

surface markings) and vehicle fleet operations

9. Maintain accurate information in the form of reports, registers, shift logs and incident registers, entering relevant data into the computerised system

on a daily basis.

10. Provide leadership in precinct-wide planning for parking and security improvements and contribute to training, policy and strategy development.

11. Engage with a wide range of stakeholders, including government agencies, contractors, residents, tourists, and commercial operators.

12. Perform Ranger duties from time to time.

Selection criteria

Essential

1. Strong leadership and supervisory skills with the ability to oversee contractors and staff, manage performance, and coordinate operations effectively.

2. Demonstrated ability to interpret, apply, and enforce relevant legislation and regulatory frameworks.

3. Proven ability to assess and manage sensitive or complex compliance matters with sound judgement, integrity, confidentiality, discretion and

professionalism.

4. Experience planning and managing security for large-scale events, including risk assessment, crowd control, and coordination with emergency services

to ensure public safety and regulatory compliance.

5. Highly developed written, oral and interpersonal communication skills, with a demonstrated ability to communicate effectively, resolve conflict,

negotiate, and engage with a diverse range of stakeholders.

6. Demonstrated time management and organisational skills, including an ability to prioritise commitments, meet critical deadlines while maintaining

quality standards, and support other staff in this regard.

  1. Experience in project management or infrastructure upgrades.

  2. Proven ability to participate effectively in a team to achieve outcomes and function as an effective team member.

  3. An ability to interact effectively with people from diverse cultures.

  4. Proven ability to manage security at large scale events.

    Desirable
  5. Tertiary qualifications in a relevant discipline (e.g. public administration, law enforcement, emergency management or regulatory services).
  6. Demonstrated experience managing public safety, parking enforcement, and/or regulatory compliance operations in a public or customer-facing

environment.

3. Knowledge of emergency management principles and experience contributing to safety planning for public events or facilities.

4. Familiarity with legal processes for infringement enforcement and court representation.

2. hold a current NT "C" Class driver's licence and a Working with Children Clearance (Ochre Card)

3. obtain a current Senior First Aid Certificate within the probationary period.
