The Team

The Financial Frameworks team, Budget Strategy optimises public sector resource management systems to drive value for money for Victorians. The team is responsible for budget and financial management legislation and policy and providing advice on application and reform options.

The Gender Responsive Budgeting Unit sits within the Financial Frameworks team and works to embed gender impact analysis in the Government's budget decision-making processes and to ensure outcomes for women are considered as part of the budget decision-making process.

About the role

Gender Responsive Budgeting (GRB) was introduced in Victoria in 2022, placing Victoria ahead of other Australian jurisdictions at that time. The Gender Responsive Budgeting unit will deliver the continued implementation and ongoing development of GRB in Victoria, including contributing to the delivery of the annual budget.

Key accountabilities

  • Contribute to policy development and implementation of gender responsive budgeting within whole of government frameworks, policies and processes.
  • Formulate analysis and advice and prepare briefs on complex issues impacting gender equality and the impact of government resource allocation on gender equality.
  • Contribute to the development and delivery of capability programs to increase capability within DTF and across departments to identify, develop and implement polices with a gender responsive approach and to prepare business cases with gender inclusive considerations.
  • Conduct research relating to gender based polices and budgeting to support the development of policies and processes in the Victorian Public Sector.
  • Build and maintain strong stakeholder relationships, both internally and externally, and influence people at peer and senior levels internally and in the wider VPS.
  • Identify solutions to issues and be a key contributor in the development of documents and products such as budget papers, budget briefings and capability development materials.
  • Contribute to key State Budget products.

Key Selection Criteria

  • Demonstrates conceptual and problem-solving skills with experience in gender based or social policy analysis.
  • Proven ability to apply quantitative and qualitative analytical skills to gender equality and gender impact related policies and data.
  • Achieve outcomes by providing written information and analysis for decision makers, with content and style appropriate to audiences that include government and senior management.
  • Builds and maintains relationships with internal and external stakeholders to achieve desired outcomes and build capability in gender analysis.
  • Works collaboratively in a fast-paced environment, finding new ways to deliver outcomes combined with a flexible and agile approach.
  • Demonstrates computer literacy and experience in using Microsoft Office products to develop high quality written/visual analysis and communications.

Mandatory requirements

  • A relevant tertiary qualification, for example in public policy, finance or law, or relevant experience, is desirable.
  • Experience of the State budget process or working in Government are highly desirable.
