Role Overview

IP Australia is seeking to engage an experienced Architecture as a Service (AaaS) provider to partner with the Agency in developing a contemporary Enterprise Resource Planning (ERP) strategy and roadmap. The provider will work closely with key stakeholders to understand business and technology requirements, analyse current and future state needs, and assess relevant industry trends. The engagement will culminate in costed, evidence-based strategic recommendations to inform future direction and investment decisions in ERP platforms.

This engagement is advisory in nature only. The purchase, delivery, and ongoing support of ERP systems is explicitly out of scope.

Key Responsibilities
  • Stakeholder Engagement: Lead structured workshops, consultations, and discovery sessions with internal and external stakeholders to elicit requirements, pain points, and aspirations.
  • Current State Analysis: Assess the Agency's existing ERP and related systems, including technology architecture, business processes, integration points, and data flows.
  • Future State Design: Define a target ERP architecture aligned with agency objectives, industry best practice, and whole-of-government strategies.
  • Strategic Advice: Provide independent, timely, and well-informed advice on ERP options, risks, opportunities, and industry trends.
  • ERP Roadmap Development: Deliver a sequenced roadmap that outlines milestones, dependencies, and resourcing implications.
  • Costed Recommendations: Prepare high-level cost estimates, commercial options, and procurement considerations to support value-for-money decision-making.
  • Risk & Challenge Identification: Highlight potential risks, constraints, and challenges (technical, financial, operational) and propose risk-mitigation strategies.
  • Governance & Alignment: Ensure recommendations are consistent with ERP governance frameworks, compliance obligations, and financial management practices in the Australian Government context.
Requirements
Essential Criteria
  • Understanding of Services (25%)

  • Demonstrated understanding of the scope of services, including ERP strategy, analysis, and roadmap development.

  • Ability to identify key challenges and risks and outline methods for effective risk management.
  • Organisational Experience (25%)

  • Demonstrated organisational track record delivering similar ERP advisory and architecture services for government or enterprise clients.

  • Evidence of successful outcomes in comparable engagements.
  • Key Personnel Expertise (25%)

  • Relevant experience of nominated personnel in ERP strategy, enterprise architecture, and government advisory.

  • Qualifications and certifications in architecture (e.g., TOGAF), project management, ERP platforms (e.g., SAP, Oracle), or financial systems.
  • Value for Money (25%)

  • Clear and competitive fee structure, with milestone-based payments.

  • Evidence that pricing model delivers value for the Australian Government.
Desirable Criteria
  • ERP Governance & Financial Systems Acumen

  • Knowledge of financial operations and controls within ERP environments.

  • Experience with ERP financial modules (e.g., SAP Finance, Revenue Management, Activity-Based Costing).
  • Familiarity with compliance, data integrity, and reporting in government or enterprise finance.
  • Deep ERP Architectural Knowledge

  • Strong understanding of architectural principles, patterns, and frameworks.

  • Demonstrated practical experience with ERP architecture, integrations, and implementation advisory.
Deliverables
  • Stakeholder engagement plan and artefacts (interviews, workshops, requirements capture).
  • Current state assessment report (including systems, processes, and risks).
  • Future state ERP architecture options paper.
  • Costed ERP strategy document.
  • ERP roadmap with sequenced recommendations, milestones, and dependencies.
  • Final presentation and briefing to Agency executives.
