The Opportunity
Based in Banyo, Brisbane, the Regional Resource Manager plays a critical dual role: leading national workforce planning, allocation, and mobilisation and overseeing trade and technical recruitment for upcoming construction and renewables projects.
You'll manage processes responsible for technician scheduling, training, travel, and compliance, while also building internal capability pipelines through recruitment, evaluation, and professional development. This is a leadership position with direct accountability for functional performance, process compliance, and budget management — ensuring that Cosmic's workforce is ready, capable, and aligned with project delivery demands.
Key Responsibilities
A. People & Workforce Leadership
- Provide day-to-day leadership for the technician workforce across multiple projects.
- Oversee communication and coordination with site teams, Installation Coordinators, and Team Leads regarding allocations, rosters, and mobilisation.
- Identify, assess, and develop trainee and future leader candidates (e.g. Team Leads, Site Supervisors).
- Drive workforce engagement by implementing action plans from annual technician-satisfaction surveys.
B. Resource Management & Coordination
- Allocate and deploy resources to projects based on skills, experience, cost, and client requirements.
- Partner with Project Managers and Client Leads to balance utilisation, manage shift changes, and accelerate delivery as required.
- Ensure all site personnel have valid training, compliance, and HSE certifications prior to mobilisation.
- Manage workforce availability and utilisation calendars, including travel, leave, and training schedules.
- Use Excel and SharePoint to support workforce planning, while championing the rollout of new digital tools to streamline forecasting and data accuracy.
- Evaluate labour demand against pipeline forecasts, ensuring resourcing aligns with CRM data and future project requirements.
- Participate in project-planning meetings, kick-offs, and post-project reviews to align workforce strategy with operational performance.
C. Process & System Compliance
- Maintain compliance with all resourcing, mobilisation, and reporting processes.
- Provide weekly GAP forecasts and contribute to monthly supply–demand reviews.
- Collaborate across business units to identify opportunities to optimise utilisation and reduce downtime.
- Lead data integrity and ensure timely, accurate reporting to leadership and stakeholders.
D. Leadership, Talent Acquisition & Budget Accountability
- Oversee department budgets and report on utilisation, mobilisation costs, and efficiency outcomes.
- Lead end-to-end trade and technical recruitment — sourcing, screening, and onboarding new employees for upcoming projects.
- Build and maintain a strong talent pipeline to support workforce continuity and project readiness.
- Ensure team structure and headcount align with operational and strategic objectives.
- Highlight resourcing risks (under- or over-utilisation) and recommend proactive solutions.
About You
- 5+ years' experience in resource management, workforce planning, or recruitment within construction, renewables, or resources sectors.
- Demonstrated ability to manage multi-site teams and coordinate complex rosters.
- Strong technical understanding of compliance, training, and HSE frameworks.
- Proficient with Microsoft Office 365, SharePoint, Excel, Power BI, and workforce planning tools.
- Proven leadership and stakeholder-management skills.
- Excellent communication, problem-solving, and data-driven decision-making abilities.
