Position Summary:
The Program Manager is responsible for planning, directing and overseeing the operations of the Program. The Program Manager assists with the development, periodic review and enforcement of Program Management processes and standards. This person also ensures the accuracy of project/program performance reporting across the organization. This position is Part-time, contract.
Duties and Responsibilities:
· Ensures delivery of programs and projects covering one or more specific functional areas.
· Provides guidance team to ensure consistent and accurate project/program performance reporting.
· Works with members of the leadership team to maximize the effectiveness of the project intake and demand process.
· Works to improve Program and Project Management methodology and tools,
conforming to Adacel's governance, on a continuous basis.
· Ensures Program Management methodology and tools are rigorously applied.
· Takes charge of the staffing process for new employees.
· Plans, organizes, directs, executes, monitors, controls, and reports all program objectives, including performance, schedule and cost.
· Performs cost and schedule variance analyses and presents them to members of the leadership team.
· Establishes and maintains appropriate business relationships on assigned programs with customer representatives and program participants, and acts as the primary point of contact for the customer.
· Holds direct responsibility for program performance, customer satisfaction, growth and profitability for all assigned customers and programs.
· Supports strategic business initiatives, including new business development, proposal preparation, and strategic planning and product development.
· Conducts internal program reviews and provides consistent implementation of effective Program Management tools and processes.
· Identifies, monitors and mitigates risk throughout the program life cycle.
· Develops and implements corrective action plans when deviations from budget, schedule, and/or performance plans are identified.
· Coordinates with the Director, Contracts on issues pertaining to contract requirements, changes, and interpretations.
· Develops and implements plans and schedules to execute contracts/subcontracts.
· Prepares for and participates in contract/subcontract negotiations.
· Coordinates with other departments to facilitate work and resource assignments.
· Determines how financial resources will be used from the budget to achieve various objectives.
· Performs other duties as assigned by Supervisor.
Qualifications:
Required
· Bachelor's degree in Business Administration, Program Management,
Engineering, Computer Science or a related field.
· Previous successful Project/Program Management experience in positions of increasing responsibility.
· Previous experience managing complex aerospace/defense programs as a prime or sub-contractor to a domestic or foreign military organization, with multiple goals of schedule, cost and quality.
· Previous experience working throughout the program lifecycle, from concept development through sustainment to include: proposal development, requirements decomposition, generation of system and subsystem statements of work, subcontract management, risk management, and continuous improvement efforts in the areas of cost reduction and performance enhancement.
· Ability to define and manage departmental budgets up to $2,000,000.
· Experience managing fixed price and cost reimbursement contract types.
· Experience working within ISO and CMMI level 3 processes and procedures.
· Experience with financial reporting and budget aspects of Program Management, including proficiency with Earned Value Management System (EVMS) cost accounting and reporting.
· Knowledge of Microsoft Office products such as Word, Excel, PowerPoint, and Outlook.
· Knowledge of domain-specific topics such as software development, system integration, ATM, simulation, and speech recognition.
· Strong written and verbal communication skills.
· Ability to manage matrix staff with various skillsets.
· Successful experience in leading people towards contributing to a vision.
· Ability to work autonomously with limited guidance and instructions.
· Ability to be proactive towards improvements in program execution.
· Ability to reorganize existing procedures and processes to improve team efficiency.
Desired
· Master's degree in Business Administration, Program Management,
Engineering, Computer Science or a related field.
· years of successful Project/Program Management experience in positions of increasing responsibility.
· Extensive knowledge of PMI principles and guidelines.
· PMP and/or Scrum Master certification(s).
· ITIL, Green Belt Lean/Six Sigma and/or EVMS certification(s).
· Bilingual in French and English.
Other Qualifications:
· Ability to adhere to Adacel's Drug Free Workplace Policy.
· Ability to pass an Adacel background check while employed.
· Ability to travel up to 25% annually.
Physical Requirements:
· Minimal physical effort (e.g. lifting, pushing and moving heavy objects).
· Occasional lifting – up to 25 lbs.
· Repetitive wrist, hand, and finger movement.
