We're Calling for Expressions of Interest
Azooa Pty Ltd is currently responding to a Request for Quote (RFQ) issued by the Australian Taxation Office (ATO) to deliver a high-impact, AI-enabled developer solution using GitHub Copilot Enterprise .
We're looking for a Solution Architect to join our proposed delivery team and help shape this exciting program from inception to full-scale delivery. This is a unique opportunity to contribute to a government-first initiative that combines AI , developer enablement , and secure cloud-native delivery at scale.
Please note: This is an Expression of Interest (EOI) . The role is contingent on contract award. By submitting your interest, you're nominating to be considered as part of Azooa's official bid team.
About the Program
The ATO GitHub Copilot initiative will deliver a fully integrated AI coding solution across its developer teams, hosted in a secure Azure environment and aligned to government security standards such as ASD ISM and PSPF .
Spanning three years , this transformative project will include:
Technical and functional backlog creation
Secure configuration and platform hardening
Pilot deployment and iterative validation
Enterprise-scale rollout across teams
Continuous optimisation and improvement
Transition to Business As Usual (BAU)

As the Solution Architect , you will own the design and governance of the technical architecture underpinning the GitHub Copilot solution. You'll ensure the design is secure, scalable, supportable, and seamlessly fits within the ATO's existing enterprise architecture.
You'll work closely with stakeholders across delivery, security, and business functions to ensure a cohesive and compliant technical strategy that drives value from day one.
Design high-level and low-level architectural artefacts (logical, physical, and integration diagrams)
Define integration patterns with ATO cloud services, including Azure , Azure AD , and developer tooling (e.g., Azure DevOps , GitHub Enterprise )
Collaborate with the Security & Compliance Lead to embed security controls into all layers of the solution
Lead technical validation and proof-of-concept activities to de-risk critical architecture decisions
Provide ongoing architectural guidance to engineering, DevOps, and security teams during delivery
Define and enforce non-functional requirements (e.g., performance, resilience, observability, disaster recovery)
Establish architecture governance practices and contribute to steering/assurance forums
Collaborate with business and product stakeholders to ensure alignment with organisational goals
Support testing, go-live readiness, and seamless handover to BAU operations
Required Skills & Experience
To be successful in this role, you must have a proven track record of delivering secure, enterprise-grade cloud architectures—preferably in the federal space.
You must have:
7+ years of experience as a Solution Architect in complex ICT programs
Demonstrated experience designing cloud-native solutions in Azure
Deep expertise in GitHub Enterprise , CI/CD , and developer tooling
Strong understanding of identity and access management (IAM) , RBAC , and secure integration methods
Ability to produce high-quality architecture documentation for technical and business audiences
TOGAF or equivalent architecture certification (preferred)
Experience designing or implementing AI-assisted development tools such as GitHub Copilot
Familiarity with DevSecOps and secure software development lifecycle (SDLC) frameworks
Experience in Agile, DevOps, and iterative delivery environments
Excellent communication and stakeholder engagement skills—especially the ability to present complex technical concepts to non-technical stakeholders
Ability to lead architecture evolution across sprints and program phases
