About Us
The Investment and Technology Group within the department is responsible for leading investment strategy and providing commercial and information technology services. The Commercial Transactions Division is part of this group and operates as a center of excellence for the department on commercial tenders, negotiations, management, and advisory services. Their portfolio includes various transaction and commercial advisory projects, and planning for retendering and designing new contracts is critical to driving improved commercial outcomes across the transport portfolio. Achieving the best policy and value-for-money outcomes for the State requires robust planning, strategic thinking, and well-run competitive transaction processes.
About the Role
Key accountabilities
- Collaborates with senior stakeholders to develop effective commercial strategies and build high-risk supplier relationships.
- Leads the setup of complex public and private partnerships such as outsourcing agreements, Joint Ventures, and partnerships.
- Ensures effective governance of supplier relationships both within and outside of the procurement function.
- Identifies and manages various risks, such as commercial, contractual, operational, financial, reputational, ethical, and supply chain risks.
- Develops risk management tools and techniques to identify and prioritize risks to service delivery.
- Drives procurement risk management processes for major projects, and coaches' others within the team on how to conduct risk assessments using established processes and frameworks.

Position Outcomes
Program Planning and Delivery
Assisted in the Program Back Office preparation of the PTT solution delivery.
Assisted with the technical scope validation and alignment, highlighting any issues within the delivery of the project, and establishing solutions to mitigate any risks to the delivery of the project.
Developed implementation plans and engaged with all stakeholders to ensure technical operational readiness across Public Transport operators, the Department and suppliers.
Collaboratively worked with the senior leadership to support the strategic planning process and delivery of departmental priorities.
Leadership -Effectively led the performance of people through strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department's values.
Authoritative Advice -High quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership to support transport portfolio objectives and respond to emerging and/or complex issues.
Stakeholder Management -Key internal and external stakeholders have been effectually engaged and collaborative partnerships led across the government, the private sector and with the community to integrate and coordinate policy, regulation, and delivery of services.
Qualifications and Experience
Mandatory
- Proven track record of working on significant technology projects in both public and private sectors, with expertise in various procurement models.
Desirable
- Experience in IT procurement within government
Strong track record in leading commercial analysis and advising government initiatives
