The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
The Trusted Trader and Trade Compliance (TT&TC) Branch administers the Australian Trusted Trader (ATT) Programme, which was launched on 1 July 2016 as a key trade facilitation initiative of the Australian Government. In return for demonstrated supply chain security and trade compliance, Trusted Traders receive access to trade facilitation benefits to increase their economic competitiveness.
The Branch also has responsibility for the Trade Compliance program within the Australian Border Force (ABF), and provides guidance on trade services to create a strong, secure and efficient border. As part of Customs Group within the ABF, TT&TC supports the efficient management and flow of legitimate goods across the border, while responding quickly to the evolving international trade environment.
The Strategic Capability Section manages ATT policy and the development of benefits for Trusted Traders, as well as informing the strategic direction of trade compliance. Staff are based in Canberra and Melbourne.
**About the role**:
The role of Executive Level 1 officers (Inspector/Assistant Director) in TT&TC is challenging and satisfying. Staff operating at this level are responsible for implementing Australian Government policies that impact Australian society.
**_ATT Operations:_**
Australian Trusted Trader (ATT) is an internationally recognised Authorized Economic Operator program administered by the ABF. It is established on the supply chain security standards recognised by the World Customs Organization’s Framework to Secure and Facilitate Global Trade, and in addition to supply chain security, ATT incorporates requirements on trade compliance. ATT requires an entity to demonstrate both supply chain security and trade compliant practices.
The ATT Operations Section is responsible for:
- Assessment and validation of businesses seeking ATT accreditation
- Provision of Account Manager Services to accredited Trusted Traders
- Ongoing assurance and monitoring, including revalidation of all Trusted Traders on a four year revalidation cycle
- Monitoring potential operational and strategic risks and developing appropriate mitigations
- Program audit and quality assurance activities.
**_Strategic Capability:_**
The role of Assistant Director Strategic Capability is dynamic and highly rewarding. The Strategic Capability Section is responsible for ATT policy, including benefits to trusted traders. You will be working in a role where you will be exposed to the many aspects of the import and export trade environment and regulatory requirements and controls. The role is highly responsive in supporting Government initiatives and controls to support the economic and community prosperity and security of Australia.
As an EL1 in Strategic Capability, you will be responsible for:
- ATT policy and legislative support
- ATT change management, including developing and implementing benefits, business process and ICT system changes
- Ongoing ATT benefit maintenance, including Mutual Recognition Agreement data exchange trials and pilot programs
- Maintaining a suite of ATT communication forums including the ABF website updates, ICS data entry, reporting and benefit monitoring
- Assisting with ATT events, including the quarterly Industry Advisory Group meetings and the annual ATT Symposium
- Supporting implementation of the Trade Compliance Strategy
- TT&TC Branch capability development.
