The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.

The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.

This role is advertised under the Home Affairs banner, however this position sits within National Emergency Management Agency which is within the Home Affairs portfolio.

**National Emergency Management Agency**:
National Emergency Management Agency (NEMA) is a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum. NEMA brings together the former National Recovery and Resilience Agency (NRRA) and the former Emergency Management Australia (EMA) Group.

**Overview of the Section**:
The Technology and Change Section (the Section) sits within the Data and Technology Branch of the National Emergency Management Agency (NEMA). The Section has a dual role in delivering key infrastructure and systems projects for the Agency, while also ensuring that the systems are fit-for-staff purpose, strategic investments, and change management is performed to support staff through enhanced or new system in their day-to-day work.

To fill this broad remit, the Section works as a closely knit, cross-functional team, where each member has a core focus and area of accountability based on their expertise and experience, but is often required to step outside this focus area and assist their team members to ensure delivery for the Agency.

The core capabilities that support the Section are business analysis, system development and design, project management, stakeholder management and change management.

In addition to internally-focused projects, the Section is also responsible for the National Tell Us Once Project. This is a complex, multi-jurisdictional and cross-agency data sharing project that seeks to address legislative, technical and cultural barriers to data sharing in order to enable individuals impacted by disaster to optionally have their data shared across the support eco-system. The goal of this work is to prevent individuals from having to repeat their story multiple times, as they interact with Not-for-Profits, Commonwealth and State/Territory Governments and local Government support.

**About the role**:
The role of Assistant Director of Technology and Change will provide overall leadership and team management across the Section to support the Director, as well as project management over discrete projects within the Section’s remit.

To fill this role, the Assistant Director must be experienced with the methodologies and approaches that support effective project and change management. This includes a good understanding of the project management and delivery life-cycle for data and system enabled transformation projects and change management for support staff and key stakeholders.

The Assistant Director will be required to undertake work that is complex and/or sensitive and must be able to operate under broad direction. They must be able to exercise a considerable degree of independence and perform a leadership role. One of the key projects that will require a high degree of problem solving, stakeholder management and leadership is the National Tell Us Once project (see above). Assistance in team management and focus on building a high performing team is essential.
