This position is located in the Programme Office in Seychelles (POSYC), under the Global Maritime Crime Programme (GMCP), Indian Ocean West (IOW) Programme, of the Regional Office for Eastern Africa (ROEA), United Nations Office on Drugs and Crime (UNODC) in Victoria, Seychelles. GMCP operates under the Border Management Branch (BMB), Division for Operations (DO), United Nations Office on Drugs and Crime. The incumbent will work under the overall guidance of the ROEA Regional Representative and under the direct supervision of the Project Coordinator (Indian Ocean West - ROEA) as well as in close coordination with the GMCP Indian Ocean West team.

**Responsibilities**:
Within assigned authority, the Assistant Programme Officer will be responsible for the following specific tasks:

- Provide assistance to the planning, organization, implementation and monitoring of the UNODC GMCP support activities to enhance maritime law enforcement capabilities for interdictions and investigations in the wider Indian Ocean dealing with maritime crime matters; including assessments, course development, infrastructural and equipment support, workshops, training and mentoring, and logístical matters associated with project implementation.
- Provide assistance in managing the Maritime Law Enforcement Regional Training Team and guide planning and execution of regional training in Seychelles
- Assist in coordinating all Maritime Law Enforcement activities of the Indian Ocean Forum for Maritime Crime sub-groups, by arranging regular coordination events to ensure collaboration on maritime interdiction operations particularly in Seychelles and Mauritius.
- Support assessment and review of existing maritime law enforcement capabilities to counter all forms of maritime crime, including maritime terrorism, to better inform the delivery of targeted interventions.
- Assist in engaging with and building networks of national and regional counterparts as well as international partners working within the maritime domain in the wider Indian Ocean region.
- Participate in and provide assistance in organizing and coordinating workshops on maritime security matters.
- Draft a variety of written progress reports, mission reports, briefings/presentations, policy proposals and documents, summary reports etc.
- Provide support to the GMCP Programme Coordinator in view of consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.
- Assist the GMCP Programme Coordinator with administrative processes related to the procurement of equipment and services in line with UN financial rules and regulations.
- Support field missions to locations in the region where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc.
- Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
- Perform any other work-related duties as required/assigned.

Education
An advanced university degree (Master’s degree or equivalent) in international relations, political science, business administration, project management or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required.

A minimum of one year of professional work experience in project/programme management or administration within the area of maritime security at the international level is desirable

Work experience in drafting publications to an academic or international organization standard is desirable.
