**Eligibility**

**Division Responsibilities**

The Home and Residential Division is responsible for providing aged care to senior

Australians in the setting that suits their needs and preferences. It is responsible for the

reform work to improve aged care services at home and in residential care.

This includes:

- The design, development and implementation to establish a single support at home

program which will replace the Commonwealth Home Support Programme, Home Care

Packages, Short Term Restorative Care and Residential Respite
- Implementation of the Australian National Aged Care Classification (AN-ACC) funding

model for residential care
- Commissioning a new single assessment workforce
- Development, implementation and the management of efficient, effective and

sustainable funding programs for home and residential care
- Data and analysis to support evidence-based decisions and policies.

**Branch Responsibilities**

The Support at Home Reform Branch is responsible for the design of a new in-home aged

care program to replace the Commonwealth Home Support Programme (CHSP), Home Care

Package Program (HCP) and Short-Term Restorative Care (including residential respite

service referrals); and designing and implementing a new Single Assessment System. This

includes policy development, managing budget processes, developing an underpinning

Assessment, Classification and Funding (ACF) model, consumer and provider research

activities, stakeholder consultation and management, and overarching project

management.

**Section Responsibilities**

The Support at Home Analytics Section contributes to development of the new in-home

aged care reforms through modelling and analysis on aspects such as pricing, program

costings, demand modelling, and consideration of program cost containment options.

**Key Responsibilities**
- Make refinements and updates to the Support at Home program’s Excel-based costing

model, under the direction of the Assistant Director and Director.
- Develop costings for new policy proposals, including working with staff across the

Department to understand the design of the policies being costed, and collate available

evidence.
- Undertake ad hoc data analysis (as required) using Excel and/or statistical analysis

software (e.g. R, SAS etc) to support the evidence base for the program.
- Conduct research to support evidence-based policy development.
- Engage and work collaboratively across the Department and with external stakeholders.
- Undertake relevant activities to support delivery of project outcomes as required.

**Key Capabilities**
- A high level of proficiency in Microsoft Excel is essential.
- Experience in costings or in estimating the value of new spending proposals.
- Strong conceptual and analytical skills, including sound judgement and the ability to

interpret information.
- Capacity to use evidence, including quantitative data where appropriate, to prepare high

quality reports and advice.
- Good written and verbal communication skills, including ability to work with internal and

external stakeholders, and communicating the findings from quantitative analysis to a

range of audiences.
