**Division Responsibilities**

The Aged Care Quality and Assurance Division seeks to steward a high performing aged care

sector that instils community confidence by improving sector transparency and consumer

choice, and by supporting aged care providers to innovate and deliver the right care, flexibly

in the right way, for each individual. We work to ensure that older Australians receive aged

care services that are high quality, inclusive and safe, and funding is used appropriately.

**Branch Responsibilities**

The purpose of the Program Assurance Branch (within the Quality and Assurance Division) is

to assure value for money of program funds for the Government/taxpayers and aged care

recipients. The work of the Branch is integral to assuring that program funds are utilised

optimally for in-home care services for older Australians. The Branch is mainly focussed on

the significantly expanded Home Care Packages Program (HCPP). In the context of

supporting the HCPP, the Branch delivers its responsibilities through:

- Establishing and undertaking annual, risk-based, in-house program assurance

reviews of Home Care providers;
- Supporting dissemination of assurance findings and learnings through a Community

of Practice with Home Care providers and peak bodies (representing providers/care

recipients);
- Supporting program assurance review related compliance activities; and
- Preventing, detecting, investigating, and responding to risks of home care fraud and

misuse of funds.

**Section Responsibilities**

The Home Care Program Assurance Reviews Sections (as there are two sections running

reviews concurrently) are responsible for undertaking program assurance reviews of Home

Care providers, and post-review follow up with providers. Other work undertaken in relation

to program assurance reviews includes creating and implementing the Home Care Packages

Program Assurance Framework, development of an annual review plan and reporting and

analysis of review findings. The reviews will help to determine whether Home Care

providers are delivering services in line with program requirements and that the

Government’s expenditure achieves value for money. The first review has been completed.

**Key Responsibilities**

As an Assurance Review Officer, your key responsibilities could include:

- Supporting the review of provider documentation and conduct interviews with

providers to assess whether services are being delivered as expected
- Keeping accurate and comprehensive records to support reviews
- Supporting drafting of reports including identifying issues, findings and

recommendations
- Communicating with service providers throughout reviews
- Supporting section team members throughout the review process [note: you will be

required to undertake accredited training for this purpose.]***
