**About the Business Unit**

The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.

The Finance and Performance (FP) business unit leads the department's efforts to ensure it complies with government financial management and performance policies to achieve its priorities and add value. It is responsible for the department's financial and budgetary strategies, policies and processes. The business unit also leads investment and performance analysis - a strengthened accountability agenda.

**About the Role**

The Budget and Finance Manager role provides extensive liaison with key service delivery areas across the department and expert advice on financial, budget, procurement and performance related matters in relation to the Corrections and Justice Services Group (CJS), including associated entities and business units, or centrally to the department.

Reporting to the General Manager the purpose of the Budget and Finance Manager is to manage the annual budget, financial and performance processes for the department, to ensure that business units implement financial management and sustainability processes and practices in accordance with departmental standards. This position is required to work collaboratively and provide timely, expert and authoritative financial advice and support to the Deputy Secretary of CJS and other departmental executive; relevant business units and statutory entities; and FP as well as other stakeholders and peers.

Some of your duties may include:

- Provide effective leadership in budget, financial analysis and reporting, with particular emphasis on implementing solutions that discharge all financial management compliance obligations but also meet the practical needs and objectives of CJS
- Manage the budget planning, analysis and monitoring process for both capital and operating budgets for CJS, including provision of financial input to ERC business cases
- Provide timely, accurate and high-quality financial analysis and advice to senior management and other key stakeholders on both operating and capital budget issues, recommendations on budget management, forward financial planning and prioritisation of funds, financial compliance, trends and emerging issues

**About You**
- Extensive experience and demonstrated achievement in the development, provision and management of financial accounting related services, and a comprehensive knowledge of accounting policies and procedures in the Victorian Public Sector or other large and complex organisations
- Demonstrated knowledge and proficiency in the use of an enterprise finance system such as Oracle Financials (or similar) and the Microsoft Office suite of products Understands and applies advanced computer skills to complex word processing, spreadsheet, presentation, or database functions

Qualifications/Requirements
- CPA or CA is desirable
