- We are seeking a full-time permanent Development Manager for a role based in Blackburn.

Reporting to the Strategy & Development Manager, you will be responsible to manage and deliver capital works projects, ensuring both strategic and operational regional outcomes are achieved to support The Salvation Army's mission to support those in need.

You will be responsible for:

- Develop and manage an area Project Delivery Resource Plan ensuring that resource allocation, finance budget tracking and reporting is in line with Project Plan objectives and delivers outcomes within key performance measures
- Support and participate in strategic decision making by providing commercial and risk analysis, and financial guidance in developing innovative ways to optimise the use of capital assets to fulfill TSA mission and values
- Extensive stakeholder consultation to achieve town planning approvals. Appointment and arrangement of external consultants and contractors
- Ensure staffing / resourcing plans are created for each project so that resource requirements are accurately captured and forecast and managed effectively
- Prepare building / project briefs to achieve customer’s requirements, commercial constraints and ensure compliance with planning and statutory regulations such as the Building Codes of Australia
- Resolve the most appropriate delivery methodology for construction activities, eg. Fixed price, design, finalisation, design & construction

To be successful in the role you will have:

- Minimum 3 years' experience as an Assistant Development Manager or Project Manager
- Experience in managing several development capital works projects concurrently and leading a significant Property portfolio
- Experience with briefing, appointing and managing external consultant teams to achieve targeted and communicated outcomes
- A proven track record in achieving deliverables on time and on budget
- Knowledge or experience within the Not-For-Profit sector would be beneficial

Requirement of the role:

- A degree in property (construction, engineering) or property related business discipline is desirable.
- Be a strategic thinker, who is driven and able to problem solve
- A good ability to communicate effectively and lead projects with a diverse group of stakeholders
