About us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role
Organisational doctrine manages, develops and reviews the QFD Doctrine Framework which informs the support and guidance provided on all policy and procedure products for corporate services, disaster management services, QFR and RFSQ. This includes overseeing the review process, reporting and product development which is achieved by engaging with those responsible for delivering and reviewing their QFD function to support effective service delivery for the community.
Reporting to the Executive Manager, you will provide high quality advice, analysis, review and implementation of the Doctrine Framework and associated processes. You will work closely with key stakeholders and members of the team to identify strategic and practical solutions to operationalise the framework and its recommendations regarding the future management approach for doctrine. You will lead the development of mapping to provide a clear understanding of the current and future state of doctrine, prepare reporting for key stakeholder groups, and begin the process of reviewing and rationalising doctrine based on priorities you identify in consultation with stakeholders in the preparation of the Document Development Plan.

- Experience and/or knowledge in analysing, developing and improving policy/doctrine management systems, processes and frameworks.
- Knowledge and experience in project management or working in a project environment.

Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

- Manage and contribute to the implementation of the updated QFD Doctrine Framework and associated recommendations for future management of doctrine to meet organisational objectives.
- Manage project initiatives in the analysis, review and development of policies, procedures and doctrine, including identifying duplication to ensure the realignment of the doctrine products and other knowledge documents to meet operational and service delivery requirements.
- Provide strategic advice regarding project and program direction for business analysis activities, including process mapping, document development requirements, and data modelling to meet business needs and operational service delivery.
- Provide high quality analysis and coordination of doctrine products and processes, and online content development to ensure quality outcomes.
- Build and maintain effective relationships with key internal and external stakeholders to support and facilitate the analysis, development, review and implementation of doctrine processes.
- Develop, implement, and evaluate strategic projects that contribute to quality business outcomes for the department, and promote best practice project management and governance methodologies.
- Coordinate, plan and implement associated tasks, and provide regular status reports to ensure quality outcomes, project deliverables and milestones are achieved.
