Head Program Delivery

Reporting to the Executive Director of Technical Services, the Head of Program Delivery at the City of Armadale leads a dedicated team delivering the City’s major building and civils projects. The projects will include:

- designed upgrades of existing buildings including sporting pavilions and the repurposing of heritage buildings
- architecturally designed new builds such as libraries and other community facilities
- design development and delivery of major road and civils infrastructure upgrades
- major earthworks and civils projects as a program, to facilitate the transition of an existing landfill site to a resource recovery facility.

**What You Will Be Working On**:
As the Head of Program Delivery, you ensure that the City deliver a program of building and infrastructure projects with safety as the priority, which result in fit-for-purpose and sustainable outcomes which support our communities’ needs, their health and wellbeing.

This position will lead a focused team which drive the delivery/construction of major projects and programs of work, monitoring performance and compliance, establishing good project and procurement governance and intervening to address risks and opportunities prior to the outset and as they emerge during the life of each project.

You will set the required behaviours to respond to the needs of the Technical Services team’s internal and external clients and stakeholders, working with the design team and ensuring effective commissioning and handover to the operator/maintainer of the built asset.

**What Type Of Person Will Be Successful**:
An experienced leader who has a proven track record of developing, leading and bringing teams together, setting clear objectives and empowering teams accordingly. Someone who has previously managed the delivery of building and civils projects with a particular understanding of leading complex programs in high-profile contexts.

This role will support and provide technical advice to internal and external stakeholders on approvals, design, construction, contracts, procurement, compliance and sustainability.

A specialist leader with proven experience in ensuring commercial and contractual robustness in the delivery of the services.

Other skills that will support you in this role include:

- Tertiary Qualifications in Engineering (civil or structural) or related disciplines
- Registration with relevant Engineers Australia (minimum at Chartered level) and/or Institute of Public Works Engineering Australasia
- Significant experience in delivering high quality program of infrastructure projects that is aligned to future focussed community based outcomes
- Significant experience with design, construct and ongoing maintenance of infrastructure projects
- Experience with developing Business Case and Project Management documentation.
