**About the Branch**:
The branch is responsible for the administration of the Renewable Energy Target (RET). The purpose of the RET is to incentivise and encourage the additional generation of electricity from sustainable and renewable sources and reduce electricity sector greenhouse gas emissions.
The branch undertakes a wide range of functions to:
- Facilitate and support the renewable energy certificate market, including the creation of Large-scale Generation Certificates (LGCs) and Small-scale Technology Certificates (STCs)
- Collaborate with academics, industry, state and territory regulators and peak industry bodies on emerging technology, rulings, policy and projects
- Educate and promote voluntary compliance regarding statutory reporting, certificate surrender obligations, proposed exemption calculation methodologies and continued participation under the Small-scale Renewable Energy Scheme (SRES) and Large-scale Renewable Energy Target (LRET)
**About the Section**:
There are three sections in the branch:
**Large-scale Renewables Section**
The Large-scale Renewables section (LSR) administers key aspects of the Large-scale Renewable Energy Target (LRET) including the accreditation of renewable power stations. The section ensures that this important mechanism for incentivising renewable energy in Australia operates efficiently and with integrity. The work can be broken down into four main areas of focus:
- Ensuring power station compliance through assessment of Electricity Generation Returns
- Undertaking complex data analysis for reports - annual, administration and management
- Development of guidance material, operational policy and communications products.
**SRES Operations Section**
The Small-scale Renewable Energy Scheme (SRES) creates a financial incentive for individuals and small businesses to install eligible small-scale renewable energy systems, such as solar panel systems and solar water heaters. The SRES Operations section assists in the administration of the SRES by:
- Auditing claims made for small-scale technology certificates (STCs)
- Managing the Solar Panel Validation (SPV) Initiative
- Managing risks and relationships associated with the SRES
- Managing the register of solar water heaters that are eligible for STCs. This includes defining both eligibility and the method to be used to calculate eligible STCs
- Managing the annual inspection program for small generation units that have had STCs applied
- Implementing procedural and technical improvements for the SRES.
**Liability and EITEs Section**
This section provides liable entities and emissions-intensive trade-exposed (EITE) entities with effective, timely and relevant information, assistance and guidance to assist them to comply with their RET obligations. It does this by:
- Auditing energy acquisition statements and renewable energy shortfall statements
- Managing statutory and voluntary surrenders of LGCs and STCs
- Assessing an EITE entities eligibility for an exemption certificate and certifiable amount
- Reviewing audit reports, technical supporting documentation, monitoring emerging business models
- Manage and seek recovery of outstanding fees and shortfall charges
- Manage, issue and publish relevant data.
**Role Responsibilities and Duties**:
Working with independence, the **Executive Level 1 Assistant Manager** will:
- Work collaboratively and collegially to lead and develop a multi-disciplinary team to deliver quality outputs within statutory/agreed timeframes, as well as assisting in the day-to-day management of the section
- Manage priorities and strategic direction to successfully deliver/achieve section, division and agency scheme objectives and goals
- Develop and maintain the quality of section capabilities, including administrative, reporting, contract management, specialist, professional and/or technical expertise
- Interpret and develop complex scheme compliance policies, which require the detailed analysis of diverse data and views and where a range of viable options/solutions are available
- Develop and implement improvements to processes to meet agency objectives and legislative requirements
- Lead and take responsibility for managing work projects, and report progress to senior management
- Collaborate with key internal and external stakeholders to identify regulation and compliance enhancement opportunities, achieve effective compliance outcomes and facilitate compliance cooperation among key stakeholders and
- Lead the preparation of complex/sensitive reports and briefs to Ministers, senior management, agency committees and/or for investigative action.
