**The opportunity**

GWW is seeking an experienced **Category Manager - Construction (12 month Fixed Term)** to join our dynamic Procurement team, a recognised leader in strategic sourcing across the enterprise. This is a critical role responsible for managing high-value, high-risk procurement activities of a strategic construction project. You will provide strategic leadership and expert guidance throughout the end-to-end sourcing process — supporting complex construction projects, ensuring regulatory compliance, and driving commercial outcomes. Acting as a trusted advisor to stakeholders, you’ll also help shape procurement best practices and support the development of efficient sourcing models during project delivery.

**Responsibilities**
- Lead complex, end-to-end sourcing events across a range of goods, services and works, ensuring compliance with GWW’s Procurement Policy, VGPB guidelines, and Ministerial Directions.
- Prepare and manage procurement documentation and contracts, working closely with stakeholders including Category Managers, Legal, Commercial, and external partners such as ICN and DTF.
- Act as a trusted advisor, providing expert guidance to internal stakeholders on sourcing strategy, procurement best practices, and risk mitigation.
- Support and manage low-risk, low-value procurement activities through the project delivery, enhancing stakeholder capability and experience.
- Build and maintain strong, influential relationships across the organisation to ensure timely and commercially sound procurement outcomes.
- Monitor compliance, identify process improvement opportunities, and drive continuous improvement in sourcing practices to support a modern, efficient procurement function.

**Skills & Experience**
- Expert knowledge of Victorian Government procurement rules, including VGPB guidelines and State Purchase Contracts.
- Proven experience in strategic sourcing and procurement within the Australian public sector.
- Strong commercial and analytical skills with the ability to deliver value and manage risk.
- Excellent communication and presentation skills, with the ability to influence stakeholders.
- Collaborative team player with experience working across diverse internal and external groups.
- Familiarity with e-sourcing platforms such as Buying for Victoria, VendorPanel, or Tenderlink.
- Experience in market analysis, commercial modelling, and contract evaluation.
- Relevant tertiary qualifications or equivalent procurement experience.
- (Desirable) Experience in the utilities sector, especially water, and driving process improvements.
