**Who we are**
The Plant Systems and Strategies Branch (PSaS) leads, supports, enables and coordinates key functions across the division to enhance risk analysis, stakeholder engagement, support a centralised model for the publication of import conditions, and to progress technical market access negotiations and capacity building with trading partners. The branch is building capacity to enhance our people, processes and systems to develop and improve capabilities and embed program and project management, and change management. The branch also plays a role in supporting the development and implementation of IT systems that enable the division to better manage information, work flows and decision making on plant biosecurity and market access.

The Content Change Team maintains and improves the Biosecurity Import Conditions database (BICON) to allow external clients to understand and comply with their biosecurity obligations and internal clients to effectively mitigate biosecurity risk. The team works collaboratively with internal clients to author, operationalise and publish their BICON content requirements. Adhering to BICON system rules, the team utilises decision tree structures to publish clear import requirements and onshore management procedures to ensure biosecurity risk is effectively managed.

**The Jobs**
Working within a team environment, the key duties of the successful applicants will include:

- working with business content (import conditions) and import programs to understand and quality assure decision tree structures in the BICON system, in accordance with system rules and authoring conventions
- quality assurance of changes to import and permit conditions in alignment with service standards whilst ensuring compliance with system rules and authoring conventions
- providing leadership and accurate technical advice through various formats on the most appropriate means of authoring content in BICON to achieve stakeholder objectives
- managing work on hand to ensure allocation, completion and publication in alignment with team service level agreements
- leading projects to progress continuous content improvement initiatives and deliver content outcomes
- leading and managing BICON Content Authors, including ongoing performance management and capability development
- ensuring onshore management content for imported goods aligns with business processes and systems
- reviewing and resolving BICON content issues to enhance the quality of BICON cases for border operations staff
- performing tasks including system reporting, data analysis and scoping for the BICON content change work program
- the development and review of BICON authoring conventions and training materials
- developing, leading and maintaining effective working relationships with internal and external stakeholders
- using workflow management tools to ensure detailed records of changes to import conditions and key decisions are maintained
- preparing for, participating in and chairing meetings as required.

**Please note** that this recruitment process will initially be used to fill a number of vacancies in the Content Change Team and that these roles may be able to be performed from any of the locations listed on the job description. The merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.

**What we are looking for**
**Knowledge and experience**
- Knowledge of and/or experience managing biosecurity import conditions and onshore activities.
- Experience working with IT content management systems or a demonstrated ability to quickly obtain the required level of proficiency.
- Experience leading and managing staff and consulting and liaising with stakeholders is preferred.
